Job Overview:
The Information Systems Officer (Chief of Business Process Automation Unit) plays a crucial role in the Enterprise Solutions Service of OICT. This position involves planning and directing major systems projects that are vital to the institution, impacting critical operations and large user groups. The incumbent will provide expert advice on complex systems analysis and design, develop plans for feasibility assessments, and oversee the implementation of new systems or modifications to existing ones. The role requires close collaboration with users throughout all phases of development and implementation, ensuring that project progress is tracked against established plans and quality measures. Additionally, the officer will lead project teams, mentor junior staff, and ensure that all design aspects are addressed, including control and security" style="border-bottom: 1px dotted #007bff !important;">security mechanisms. The position also involves preparing technical documentation, training materials, and reports, as well as facilitating communication between OICT/ESS and its clients to maintain strong client relations.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Officer include: planning and directing major systems projects; providing expert advice on systems analysis and design; developing feasibility assessments and project plans; tracking project progress and liaising with users; leading project teams and mentoring junior staff; overseeing the development of document and database structures; implementing information standards and guidelines; preparing technical and user documentation; keeping abreast of technological developments; facilitating communications with clients; participating in budget planning and preparation; collecting and analyzing data for insights; and performing other related duties as assigned.

Required Qualifications:
Candidates must possess a strong knowledge of systems design, development, management, implementation, and maintenance of complex information systems. They should demonstrate the ability to oversee large institutional systems and possess strategic analytical skills to evaluate critical systems matters. A comprehensive understanding of various computer languages and development paradigms is essential, along with knowledge of the organization's information infrastructure and IT strategy. Candidates should exhibit professionalism, efficiency, and a commitment to gender perspectives in their work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
Candidates must have a minimum of seven years of progressively responsible experience in planning, design, development, implementation, and maintenance of software solutions or related areas. They should have at least six years of experience managing software projects using Agile methodologies, as well as experience in ICT compliance, audit support, security, and risk management. Additionally, candidates should have experience in reviewing application architecture design and implementing ISO 27001 in software development services, with familiarity in Machine Learning being desirable.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered an advantage.
