Job Overview: The position of International Consultant - Population is aimed at strengthening the institutional and technical capabilities of the Central Statistical Organization (CSO) in Aden, Yemen. The consultant will be responsible for addressing the challenges faced by the CSO, which include outdated population and housing censuses, insufficient budget development capacity, and inadequate infrastructure and IT equipment. The consultant will work closely with CSO staff to provide training, capacity building, and infrastructure upgrades to enhance their ability to conduct population projections and improve statistical capabilities. The consultant will also evaluate the current statistical systems and develop a comprehensive strengthening plan for the sector, ensuring that the CSO can effectively meet national development requirements. This role requires a deep understanding of population statistics, demographic surveys, and the integration of various data sources for comprehensive analysis.
Duties and Responsibilities: The consultant will have a wide range of duties and responsibilities, including conducting a comprehensive assessment of the CSO's current statistical capabilities and infrastructure, identifying areas for improvement, and developing targeted recommendations for capacity building. They will evaluate population projections and statistical systems, creating a statistical strengthening plan that includes monitoring mechanisms for statistical outputs and coordinating investments in the population sector. The consultant will also provide training to CSO staff on using statistical programs such as Spectrum and Mort Pac for population projections, integrating statistics from administrative records, and constructing demographic and poverty indicators using analysis programs like SPSS and STATA. Additionally, the consultant will review and update classifications used in population and social statistics, support the creation of a database of ICPD-SDG indicators, and strengthen skills in survey methodologies and planning.
Required Qualifications: The position requires a strong background in population statistics and demographic analysis, with expertise in statistical methodologies and data integration. The consultant should possess excellent analytical and strategic thinking skills, as well as the ability to communicate effectively with diverse stakeholders. Experience in capacity building and training is essential, along with a proven track record of working with governmental or international organizations in similar contexts. The consultant should demonstrate a commitment to the values of integrity, cultural diversity, and gender equality, aligning with UNFPA's mission and objectives.
Educational Background: A master's degree or higher in demography, statistics, social sciences, or a related field is required for this position. The educational background should include substantial coursework in statistical analysis, population studies, and research methodologies. The consultant should have a demonstrated ability to conduct assessments, develop capacity-building programs, and implement statistical strengthening initiatives. Previous experience in conflict or post-conflict settings, particularly in the Middle East, will be an advantage, as it will provide insight into the unique challenges faced by the CSO in Aden.
Languages: Fluency in English and Arabic is mandatory for this position. The consultant should be able to communicate effectively in both languages, as the role involves collaboration with local stakeholders and the preparation of reports and training materials in both languages. Proficiency in additional languages relevant to the region may be considered a plus, enhancing the consultant's ability to engage with diverse communities and stakeholders.
Additional Notes: The consultancy is expected to last for a duration of 6 months, from April to September 202
The consultant will be required to deliver various outputs, including assessment reports, workshop materials, and a final report detailing the consultancy's findings and recommendations. Payment will be made in two installments, with the first installment released after three months upon completion of scheduled workshops and submission of reports. The second installment will be paid upon successful completion of the consultancy. The consultant will not be required to travel outside of Aden, and UNFPA will provide accommodation and internal transportation during the mission.
