Job Overview: The position of International Consultant is aimed at strengthening the institutional and technical capabilities of the Central Statistical Organization (CSO) in Aden, Yemen. The consultant will be responsible for addressing the challenges faced by the CSO, which include outdated population and housing censuses, inadequate infrastructure, and a lack of budget development capacity. The consultant will conduct a comprehensive assessment of the CSO's current statistical capabilities and infrastructure, identifying areas for improvement and developing targeted recommendations for capacity building. The consultant will also evaluate population projections and statistical systems, develop a statistical strengthening plan, and enhance the ability of CSO staff to conduct population projections. This role requires collaboration with various ministries and authorities to ensure effective capacity building and integration of statistical data for comprehensive analyses.
Duties and Responsibilities: The consultant will have a wide range of duties and responsibilities, including: conducting a comprehensive assessment of the CSO's current statistical capabilities and infrastructure; developing targeted recommendations for capacity building; evaluating population projections and statistical systems; developing a statistical strengthening plan for the sector; enhancing the ability of CSO staff to conduct population projections; strengthening capacities through training on integrating statistics from administrative records; constructing and installing demographic and poverty indicators; reviewing and updating classifications used in population and social statistics; supporting the creation of a database of ICPD-SDG indicators; and preparing various reports and workshops to facilitate knowledge transfer and capacity building.
Required Qualifications: The position requires a strong background in population statistics, demographic analysis, and capacity building. The consultant should possess expertise in statistical methodologies, data analysis, and the use of statistical software such as SPSS and STATA. Additionally, the consultant should demonstrate experience in conducting training workshops and developing statistical plans. Strong analytical and strategic thinking skills are essential, along with the ability to work collaboratively with various stakeholders and communicate effectively. The consultant should also exemplify integrity, commitment to UNFPA's mission, and embrace cultural diversity.
Educational Background: A master's degree or higher in statistics, demography, social sciences, or a related field is required for this position. The educational background should include a strong emphasis on quantitative research methods and statistical analysis, as well as familiarity with international standards in population and social statistics. Advanced training or certifications in statistical software and methodologies will be considered an asset.
Experience: The consultant should have a minimum of 5 years of relevant experience in population statistics, demographic analysis, and capacity building within governmental or international organizations. Experience working in developing countries, particularly in the context of statistical capacity building, is highly desirable. The consultant should also have a proven track record of successfully conducting assessments, developing statistical plans, and implementing training programs.
Languages: Fluency in English and Arabic is mandatory for this position. The consultant should possess strong written and verbal communication skills in both languages to effectively engage with stakeholders and deliver training workshops. Knowledge of additional languages may be considered an advantage, particularly in the context of working with diverse populations.

The consultant will be required to deliver various outputs, including assessment reports, training workshops, and a database of ICPD-SDG indicators. Payment will be made in two installments, with the first installment released after three months upon completion of scheduled workshops and submission of reports. The second installment will be paid upon successful conclusion of the consultancy and submission of the final report.
