Job Overview:
The Project Officer will play a crucial role in supporting the implementation, monitoring, and follow-up of a project aimed at reducing maternal mortality in Liberia. This position involves working closely with the UNFPA Emergency Focal Point and the Ministry of Health to ensure the effective delivery of emergency responses to maternal health crises. The Project Officer will be responsible for producing weekly situation reports to inform management about project progress, monitoring project risks, and ensuring accountability and transparency in the emergency response. The role requires a proactive approach to project management, including the development of work plans, tracking service delivery impacts, and fostering collaborative relationships with stakeholders.

Duties and Responsibilities:
The Project Officer's duties include supporting the development of project work plans, ensuring adherence to timelines and standards for project deliverables, attending project management meetings, documenting minutes, and following up on action plans. The officer will prepare weekly situation reports highlighting significant changes in context and project progress. They will collaborate with communication teams to develop press materials and support donor visibility plans. The Project Officer will also assist health facilities in developing ICT tools for tracking service delivery impacts, serve as a liaison between UNFPA and the Ministry of Health, lead reporting efforts, monitor project risks, and ensure effective inventory and logistics management for project supplies.

Required Qualifications:
Candidates must possess strong project management skills, excellent communication abilities, and a deep understanding of maternal health issues. They should demonstrate adaptability, flexibility, and a commitment to accountability and transparency. The ideal candidate will have experience in emergency response projects, particularly in the health sector, and should be able to work collaboratively with diverse stakeholders. Knowledge of the local context and health systems in Liberia is highly desirable.

Educational Background:
A bachelor's degree in public health, social sciences, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications for the role.

Experience:
Candidates should have at least 3-5 years of relevant experience in project management, particularly in health-related projects. Experience working with international organizations, NGOs, or government agencies in emergency response settings is highly advantageous. Familiarity with maternal health issues and the ability to navigate complex health systems will be critical for success in this role.

Languages:
Fluency in English is mandatory, as it is the working language of UNFPA and the primary language used in Liberia. Knowledge of local languages may be beneficial but is not required.

Additional Notes:
The position is based in Monrovia, Liberia, and involves a contract duration of 12 months with the possibility of extension based on funding availability and performance. The role is full-time, and the Volunteer Living Allowance (VLA) will be provided to cover basic living expenses. The living conditions in Liberia require adaptability, as the climate features both wet and dry seasons, and safety measures must be observed.
