Job Overview:
The Senior Investment Officer position is a critical role within the Social Sector Team (SST) of the Private Sector Operations Department (PSOD) at ADB. The incumbent will be stationed at the Resident Mission in Jakarta, Indonesia, and will report to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and designated SST International Staff. The primary responsibility of the Senior Investment Officer is to provide technical support and coordination in identifying private sector investment opportunities and processing these investments up to financial close, with a particular emphasis on the health and education sectors. This role involves engaging with various stakeholders, conducting due diligence, risk analysis, and developing financial models to assess the viability of potential investments. The Senior Investment Officer will also contribute to the development of policies and strategies that align with ADB's developmental goals, ensuring that the organization effectively addresses the needs of the private sector in these critical areas. The position requires a proactive approach to business development, establishing relationships with private sector operators, and maintaining regular dialogue to identify financing opportunities.

Duties and Responsibilities:
The Senior Investment Officer will have a comprehensive set of duties and responsibilities, including:
  • Project Processing: - Contributing to the identification, development, and processing of financing opportunities in the health and education sectors. - Undertaking business development, due diligence, risk analysis, and mitigation work towards structuring and negotiating loans, equity investments, guarantees, or other forms of financial assistance. - Establishing and maintaining relationships with private sector operators in the health and education sectors. - Conducting credit and financial due diligence, developing financial models, and assessing the risk and credit profile of proposed investments. - Reviewing and analyzing financial statements and projections, performing sensitivity analysis and stress testing, and making recommendations. - Participating in due diligence missions and providing technical support to project team leaders. - Conducting industry and country research for transaction risk assessment and providing recommendations. - Preparing internal Investment Committee and Board memoranda, summaries of project documents, and risk assessment analyses. - Engaging with the Office of Risk Management and Safeguards Specialists to address credit-related and environmental and social safeguards-related issues. - Maintaining comprehensive credit files related to transactions under processing.
  • Strategy and Planning: - Contributing to the development of policies and strategies for ADB's developmental goals for the private sector in consultation with relevant stakeholders. - Assisting in developing a pipeline of private sector projects in the health and education sectors.
  • Collaboration: - Collaborating with colleagues across sectors and departments, including ADB sovereign operations, in the spirit of OneADB. - Acting as the focal point for Indonesia and representing PSOD in areas not covered by other officers. - Performing other duties/functions as assigned in the workplan.

Required Qualifications:
To qualify for the Senior Investment Officer position, candidates must possess a Bachelor's degree in economics, finance, business administration, or relevant fields, with a preference for a Master's degree or equivalent. Additionally, candidates should have at least 8 years of work experience, preferably in corporate finance, investment banking, or private equity, with a focus on transactions in the health and/or education sectors. A minimum of 4 years of supervisory experience is also required. Candidates should demonstrate a proven ability to conduct research and analysis on complex tasks, collect and organize data, and apply appropriate IT skills for data analysis. Strong analytical thinking skills, the ability to work collaboratively as a team member, and excellent written and verbal communication skills in English are essential for this role.

Educational Background:
Candidates are required to have a Bachelor's degree in economics, finance, business administration, or relevant fields. A Master's degree or equivalent is preferred, as it provides a deeper understanding of the complexities involved in investment and financial analysis, particularly in the health and education sectors.

Experience:
The position requires at least 8 years of relevant work experience, ideally in corporate finance, investment banking, or private equity, with a strong focus on transactions related to the health and education sectors. Additionally, candidates should have at least 4 years of supervisory experience, demonstrating their ability to lead and manage teams effectively.

Languages:
Proficiency in English is mandatory, with excellent written and verbal communication skills required for effective interaction with stakeholders and team members. While English is the primary language for this position, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions or sectors in which ADB operates.

Additional Notes:
This appointment is open to both internal and external applicants and is crucial to the Workforce Rebalancing Framework (2022-2027), which aims to enhance ADB's in-house expertise. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices as required. This is a local staff position, open only to nationals and permanent residents of Indonesia. The appointment is fixed-term with an option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD, but this appointment is not convertible to a regular appointment.
