Job Overview:
The Humanitarian Programme Analyst will provide essential technical, operational, and coordination support to enhance the quality of UNFPA's humanitarian response programming across Myanmar. Reporting to the Programme Specialist for Humanitarian & Gender-Based Violence (GBV), the analyst will work closely with the Humanitarian Programme Associate and thematic teams within UNFPA. The role is critical in analyzing and assessing political, social, and economic trends that affect humanitarian efforts, ensuring that UNFPA's interventions are timely and effective. The analyst will also monitor the implementation of humanitarian activities, guiding the application of systems and procedures, and making necessary enhancements. This position is vital for integrating emergency preparedness and humanitarian assistance into UNFPA's broader work in Myanmar, aligning with the organization's strategic goals and the needs of vulnerable populations.

Duties and Responsibilities:
The Humanitarian Programme Analyst will be responsible for a variety of duties, including:
  • Strategic Support and Environmental Scanning: Analyze and interpret the political, social, and economic environment relevant to UNFPA activities, identifying opportunities for assistance and intervention, particularly in humanitarian preparedness and response. Contribute to environmental scanning, providing early warning information and ensuring preparedness mechanisms are in place for timely responses to emergencies.
  • Coordination: Establish collaborative relationships with executing agencies, experts, UN agencies, and other stakeholders to facilitate efficient delivery of humanitarian interventions. Actively participate in humanitarian-related coordination mechanisms and represent UNFPA in relevant events and meetings.
  • Technical Support and Programming: Participate in formulating humanitarian components of the country programme, monitor project activities, and provide technical and program management support to partners. Identify capacity strengthening needs and facilitate training sessions.
  • Advocacy and Communication: Collaborate with communication teams to develop advocacy materials related to humanitarian work. Perform other duties as assigned by UNFPA.

Required Qualifications:
Candidates must possess an advanced degree in public health, gender studies, population, demography, or related fields. Additionally, a minimum of two years of professional experience in development and population-related activities, including program or project management, is required. Field experience addressing sexual and reproductive health issues in emergency and post-conflict contexts is preferred, along with knowledge of GBV, HIV, and protection issues in humanitarian settings. Demonstrated experience in facilitating training sessions and supporting local partners is also preferred, as well as practical experience in project design, monitoring, and evaluation.

Educational Background:
An advanced degree in public health, gender studies, population, demography, or other related fields is required for this position. This educational background is essential for understanding the complexities of humanitarian programming and the specific needs of populations affected by crises.

Experience:
The position requires at least two years of professional experience in development and population-related activities, with a focus on program or project management. Field experience in addressing sexual and reproductive health issues in emergency and post-conflict contexts is highly desirable, as is experience related to gender-based violence. Candidates should have practical experience in the design, monitoring, and evaluation of development projects, as well as experience in facilitating training sessions and supporting capacity strengthening of local partners.

Languages:
Fluency in both oral and written English and Myanmar is essential for this role. Candidates must be able to write clearly and concisely and compose correspondence and documents in both languages, which is crucial for effective communication and reporting in a humanitarian context.
