In Somalia, UNOPS has been operational since 1995, focusing on infrastructure, project management, procurement, and financial services, currently managing 19 projects worth over $170 million, aimed at supporting the country's reconstruction and state-building efforts.
Job Overview: The Project Management Support - Senior Analyst will play a crucial role in supporting the Project Manager in various aspects of project management, monitoring, coordination, and reporting. This position requires a focus on both operational and technical elements of project implementation. The analyst will be responsible for ensuring timely and accurate inputs during the project planning process, liaising with key stakeholders, and maintaining project records. The role also involves establishing effective relationships with stakeholders, facilitating meetings, and contributing to knowledge management and innovation within the project. The analyst will support the transition of Ministries from paper-based systems to digital platforms, enhancing operational efficiency and data security" style="border-bottom: 1px dotted #007bff !important;">security.
Duties and Responsibilities:
Project Implementation: Support the project implementation planning process by providing timely and accurate inputs. Liaise with Director Generals of relevant ministries to collect necessary documentation for the inception report. Review documentation for accuracy and coherence before submission. Monitor inputs required by the project manager and facilitate introductions to relevant stakeholders. Review UNOPS deliverables and provide feedback to the project management team. Advise on timeline deviations that may affect contract awards. Draft reports, meeting minutes, and other documents for review. Maintain project records.
Stakeholder Management: Establish and maintain effective working relationships with project stakeholders, including UNOPS project managers and technical experts. Support the planning of steering and technical committee meetings, soliciting feedback from members on UNOPS deliverables. Facilitate preparation for committee meetings and manage communications. Build strong partnerships among stakeholders to improve project quality and encourage national stakeholder engagement.
Knowledge Management: Compile lessons learned from the project and contribute to the dissemination of best practices. Pilot innovative solutions within work packages and seek opportunities for replication across programmatic areas.
Required Qualifications: A. Education: An Advanced University Degree (Master’s Degree) in Project Management, Information Technology, Human Resources Management, Business Administration, or a related field is required. Alternatively, a First University Degree (Bachelor’s Degree) in a relevant discipline with two additional years of relevant experience may be accepted in lieu of a Master’s Degree. B. Work Experience: A minimum of 2 years of relevant professional experience with a Master’s Degree, or up to 4 years with a Bachelor’s Degree, specifically in Project Management and Operations Management, focusing on monitoring, reporting, development, and coordination. Experience working with federal government stakeholders in Somalia, particularly in defense, internal security, and justice sectors, is essential. Demonstrated ability to work in multi-disciplinary and multi-cultural teams is required.
Educational Background: Candidates must possess an Advanced University Degree (Master’s Degree) in a relevant field such as Project Management, Information Technology, Human Resources Management, or Business Administration. Alternatively, a Bachelor’s Degree in a relevant discipline with two additional years of relevant experience may be accepted in lieu of a Master’s Degree.
Experience: The position requires a minimum of 2 years of relevant and progressive professional experience for candidates with a Master’s Degree, and a maximum of 4 years for those with a Bachelor’s Degree. Experience should specifically relate to Project Management and Operations Management, with a focus on monitoring, reporting, development, and coordination. Candidates should have experience working with federal government stakeholders in Somalia, particularly in the ministries of defense, internal security, and justice.
Languages: Fluency in English (writing, reading, and speaking) is required for this position. Knowledge of another official UN language is considered an asset.

The contract duration is ongoing, subject to organizational requirements, availability of funds, and satisfactory performance. The duty station is Mogadishu, which is classified as a non-Family Duty Station.
