Job Overview:
The Information Management Officer position is situated within the Executive Directorate (EXD) of the OECD, which is responsible for managing the organization's resources and ensuring the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of staff and data. The role involves contributing to the maintenance of the OECD's information management policy, designing strategies in collaboration with business and technical teams, and providing expertise on information management and record-keeping issues. The officer will work closely with stakeholders to develop communication and change management strategies, draft guidance documentation, and improve information management practices across the organization. This position is crucial for ensuring that the OECD's information management aligns with its mission and operational needs, particularly in the context of digital solutions and corporate services.

Duties and Responsibilities:
The Information Management Officer will be responsible for a variety of tasks, including:
  • Developing communications and change management strategies to enhance information management practices.
  • Drafting guidance documentation and best practices for 'information management by design.'
  • Organizing and participating in workshops with stakeholders to promote effective information management.
  • Analyzing the OECD's information, records, and archives management needs and integrating these into corporate solutions, particularly focusing on M36
  • Translating the OECD retention schedule and File Plan structures into M365 Teams/SharePoint architectures.
  • Overseeing the classification, declassification, and handling policies of the organization.
  • Conducting Business Impact Analysis and maintaining Sensitive/Personal Data Inventories.
  • Establishing and maintaining performance monitoring and reporting on Information Management activities.
  • Drafting user guidelines and IT-policy documents, assisting with communication and stakeholder interaction, and conducting filing structure analysis. 1
  • Contributing to relevant reporting for associated processes.

Required Qualifications:
The ideal candidate should possess a post-secondary education in Information Sciences or a related field, or equivalent practical experience. Qualifications or education in Information Management would be advantageous. A minimum of 2 years of relevant information management experience is required, along with experience in delivering practical IM strategies in either public or private sectors. Familiarity with records management, particularly in designing filing structures and retention schedules, especially in M365 (Teams and/or SharePoint), is preferred. Knowledge of the M365 technological environment, especially SharePoint and Teams, is essential, along with experience in setting up M365 governance and architectures. The candidate should also have experience in drafting IM/IT-governance documents and user guidance, and familiarity with data protection-related matters would be beneficial.

Educational Background:
Candidates should have a post-secondary education in Information Sciences or a related field. Additional qualifications or education specifically in Information Management would be considered an advantage, as this role requires a solid understanding of information management principles and practices.

Experience:
The position requires a minimum of 2 years of relevant experience in information management. Candidates should have a proven track record of delivering practical information management strategies and practices within organizations, whether in the public or private sector. Experience in records management, particularly in designing filing structures and retention schedules, is highly desirable, especially within the M365 environment.

Languages:
Fluency in one of the two OECD official languages, English and French, is mandatory, along with a willingness to learn the other language. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse international environment.

Additional Notes:
The position is a fixed-term contract of 3 years, with a closing date for applications set for 1st April 2025 at 23h59 Paris time. The monthly salary starts at 6717.19 EUR, depending on experience, and is exempt from French income tax.
