Job Overview:
The Coordinator Global Cluster on Early Recovery is a pivotal role within the UN System Partnerships Unit in the Strategic Partnerships and Communications Team. Reporting directly to the Senior Adviser, the Coordinator is responsible for leading the Global Cluster on Early Recovery, which involves reactivating the cluster by formulating or revising policies, establishing a Strategic Advisory Group, and developing training modules for field-based coordinators. The role requires strategic leadership and collaboration among stakeholders to ensure early recovery efforts are effectively integrated throughout the humanitarian response cycle. The Coordinator will advocate for early recovery as a critical component of crisis response and sustainable development, ensuring UNDP fulfills its commitments as the Cluster Lead Agency. This includes promoting preparedness and integrating cross-cutting issues such as age, gender, and diversity into the cluster's work.

Duties and Responsibilities:
  • Provide leadership and advocacy for the Global Early Recovery Cluster, ensuring UNDP fulfills its commitments as the lead agency.
  • Establish strong working relationships with cluster members and make final decisions on high-level operations.
  • Coordinate with humanitarian actors to strengthen the cluster's strategic positioning and advocate for integrated solutions.
  • Participate in the Inter-Agency Standing Committee (IASC) framework, promoting preparedness and delivering technical capabilities for effective early recovery efforts.
  • Lead country-level clusters in delivering and reporting on the implementation of core functions.
  • Develop multidisciplinary policies and tools that anchor early recovery in fragile contexts.
  • Establish a functional information management strategy for the Global ER Cluster.
  • Provide comprehensive support to country-level Early Recovery Clusters and develop training modules for coordinators and information management officers.
  • Facilitate the establishment of country-level Early Recovery Clusters where needed. 1
  • Ensure adherence to UNDP/IASC standards and maintain an updated risk register throughout the year.

Required Qualifications:
  • Advanced university degree (master’s degree or equivalent) in Development, International Relations, Political Science, or related field is required.
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, combined with an additional 2 years of qualifying experience, will be considered in lieu of a master’s degree.
  • Minimum of seven (7) years of relevant experience in evidence-based policy development in development, recovery, and/or humanitarian affairs required.
  • At least 5 years of previous coordination" style="border-bottom: 1px dotted #007bff !important;">cluster coordination experience in crisis and fragile contexts required.
  • Demonstrated knowledge of crisis and fragility policy debates, particularly regarding early recovery and humanitarian-development-peace collaboration.
  • Proven leadership and coordination experience in humanitarian operations is highly desirable.
  • Knowledge of UNDP and interagency policies, standards, and humanitarian operations is highly desirable.
  • Experience in developing training modules for Early Recovery Cluster Coordinators is an advantage.

Educational Background:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Development, International Relations, Political Science, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with an additional 2 years of qualifying experience, will be considered in lieu of a master’s degree.

Experience:
The position requires a minimum of seven (7) years of relevant experience with a master’s degree or nine (9) years with a bachelor’s degree in evidence-based policy development related to development, recovery, and humanitarian affairs. Candidates should have at least 5 years of cluster coordination experience in two or more crisis and fragile contexts, demonstrating knowledge of crisis and fragility policy debates with a focus on early recovery and humanitarian-development-peace collaboration. Leadership and technical experience in humanitarian operations, particularly in refugee and internal displacement situations, is highly desirable.

Languages:
Fluency in English is required. Fluency in another UN language is highly desirable, enhancing the candidate's ability to engage in diverse international contexts and collaborate with various stakeholders.

The role may require travel to support country-level clusters and facilitate training sessions.
