Job Overview:
The Project Officer (Infrastructure) will play a crucial role in the implementation of the joint project between UNDP and UNICEF, titled 'Advancing Quality Education and Lifelong Learning Opportunities for All', funded by the European Union. This project aims to enhance the quality and relevance of education in the Republic of Moldova from 2024 to 202
  • The Project Officer will be responsible for supporting the renovation and modernization of ten model schools, ensuring that the infrastructure meets the necessary standards for effective teaching and learning. The role involves monitoring and supervising construction works, verifying technical documentation, and ensuring compliance with national building norms and standards. The Project Officer will also coordinate with various stakeholders, including the Ministry of Education and Research, to facilitate the successful implementation of project activities and achieve the overarching objective of improving educational opportunities for all children in Moldova.

Duties and Responsibilities:
The Project Officer will undertake a variety of tasks, including:
  • Providing methodological assistance to beneficiaries and designers in developing and verifying technical design documentation for civil works.
  • Organizing preliminary conferences and field visits with potential contractors to clarify technical issues.
  • Participating in the evaluation of bids and reviewing technical drawings related to the project.
  • Submitting written reports confirming the achievement of milestones under design and construction contracts.
  • Supervising the implementation of construction works, ensuring quality and compliance with established timelines.
  • Verifying the presence of necessary building permits and documentation from contractors.
  • Monitoring the quality of construction and rehabilitation works, ensuring adherence to energy efficiency standards.
  • Communicating with contractors to troubleshoot issues and ensure timely project completion.
  • Reporting monthly to the project coordinator on progress and challenges encountered. 1
  • Assisting in the handover of sites from beneficiaries to contractors and ensuring all technical documentation is completed and submitted to the acceptance committee.

Required Qualifications:
Candidates must possess a Master's Degree in Civil Engineering or Construction, or a Bachelor's Degree with an additional two years of relevant experience. Up to two years of progressive working experience in community development or infrastructure rehabilitation as a engineer" style="border-bottom: 1px dotted #007bff !important;">civil engineer is required. Proficiency in computer applications, including MS Office and specialized software such as WinSmeta 2000, is essential. Additional experience in development assistance or work with donor organizations is highly desirable, particularly in projects financed by the European Union.

A Master's Degree in Civil Engineering or Construction is required. Alternatively, a Bachelor's Degree with two additional years of relevant experience may be considered. Candidates should have a strong academic background that supports their technical proficiency in civil engineering and project management.

Experience:
The position requires up to two years of relevant work experience at the national or international level in community development or infrastructure rehabilitation as a civil engineer. Experience in managing construction projects, particularly in educational settings, is advantageous. Familiarity with EU-funded projects and the ability to work in a multicultural environment are also beneficial.

Languages:
Fluency in oral and written Romanian and Russian is mandatory. Knowledge of English is considered a distinct advantage, as it may facilitate communication with international stakeholders and enhance project documentation.

Additional Notes:
This position is full-time and involves on-site missions as well as office work. Travel activities will be supported by the EU4EDU program, which will provide transportation. The Project Officer will be expected to adhere to UNDP's policies on diversity, equity, and inclusion, and will undergo rigorous background checks as part of the selection process.
