Job Overview:
The Human Resource Manager will play a crucial role in coordinating and implementing Human Resource functions for the Action Against Hunger Country Office. Reporting directly to the Head of Human Resource Department, the HR Manager will be responsible for supporting the review and implementation of the organization's HR strategy, facilitating the recruitment process, and reviewing organizational policies. The HR Manager will also be instrumental in shaping the employer brand strategy, ensuring that the organization attracts and retains top talent. Familiarity with HR technology, including payroll systems and HR information systems, is essential for success in this role. The HR Manager will engage with various stakeholders to manage HR-related issues, oversee recruitment processes, and design organizational policies that align with the overall objectives of the HR team.

Duties and Responsibilities:
The HR Manager's responsibilities include supporting the recruitment process by coordinating with hiring managers and Field HRs to implement the recruitment and selection process from gap identification to reference checks. The HR Manager will also support the preparation of treasury forecasts for the HR department, ensuring timely submission to the Finance Department. Additionally, the HR Manager will maintain the work structure by updating job requirements and descriptions, manage a high-performance appraisal system, and assess training needs to enhance staff development initiatives. The HR Manager will provide decision support through HR metrics, ensure legal compliance, and collaborate with the HR HOD to develop and implement HR strategies aligned with the Country Office strategy. Regular audits of employee files will be conducted to ensure compliance and accuracy, and the HR Manager will manage day-to-day HR issues, nurture a positive working environment, and oversee contract management and staff disciplinary processes.

Required Qualifications:
Candidates must possess a minimum of a master’s degree in HR Management or a related discipline. Proficiency in Business Intelligence/Analytics and Audit is required, along with at least 5 years of progressively responsible experience in human resources management, administration, or a related area. A professional certification in HR Management is also required. The ideal candidate will have proven working experience as an HR Manager or other HR Executive, demonstrating a people-oriented and results-driven approach. Knowledge of HR systems and databases, as well as in-depth knowledge of labor law and HR best practices, is essential.

Educational Background:
The educational background required for this position includes a master’s degree in Human Resource Management or a related field. This advanced degree is crucial for understanding the complexities of HR functions and for effectively managing the diverse needs of the organization’s workforce.

Experience:
The position requires at least 5 years of progressively responsible experience in human resources management, administration, or a related area. This experience should include a proven track record of managing HR functions, developing HR strategies, and implementing effective recruitment and retention practices. Candidates should have experience in a humanitarian or non-profit context, which will be beneficial in understanding the unique challenges faced in these sectors.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization. Additional languages may be considered an asset, particularly those relevant to the regions in which Action Against Hunger operates, such as Arabic or French, which could enhance communication with diverse stakeholders.

Additional Notes:
The HR Manager position is a full-time role based in Juba, South Sudan. The job requires regular attendance at least five days per week, with the possibility of working outside normal office hours or on weekends as needed. Domestic travel to various bases may be required as part of the HR functions.
