Job Overview:
This position is for an individual contractor tasked with collecting and compiling the legal framework regarding the right to a healthy environment in Morocco. The consultant will play a crucial role in strengthening institutional frameworks and establishing adaptation structures for climate change in the Oriental and Beni-Mellal Khénifra regions. The mission is expected to last for three months, during which the contractor will engage with various stakeholders, conduct research, and provide recommendations based on the findings. The role requires a deep understanding of law" style="border-bottom: 1px dotted #007bff !important;">environmental law and policy, as well as the ability to navigate the complexities of local governance and climate adaptation strategies.

Duties and Responsibilities:
The individual contractor will be responsible for the following duties:
  • Conduct a comprehensive review of existing legal frameworks related to the right to a healthy environment in Morocco.
  • Identify gaps and opportunities for strengthening these frameworks in alignment with international standards.
  • Engage with local stakeholders, including government agencies, NGOs, and community groups, to gather insights and perspectives on environmental issues.
  • Develop a report summarizing findings and recommendations for enhancing legal protections for the environment.
  • Present the findings to relevant stakeholders and facilitate discussions on potential policy reforms.
  • Collaborate with UNDP and other partners to ensure alignment with broader climate change adaptation initiatives.

Required Qualifications:
Candidates must possess a strong background in environmental law, public policy, or a related field. A proven track record of working on legal frameworks and environmental issues is essential. Additionally, candidates should demonstrate excellent analytical and research skills, as well as the ability to communicate complex legal concepts to diverse audiences. Familiarity with climate change adaptation strategies and local governance structures in Morocco will be considered an asset.

Educational Background:
A minimum of a Master’s degree in Environmental Law, Public Policy, International Relations, or a related field is required. Candidates with a PhD or equivalent experience in a relevant area will be given preference. Relevant certifications or training in climate change law or environmental governance will also be advantageous.

Experience:
Candidates should have at least 5 years of professional experience in environmental law, policy analysis, or related fields. Experience working with international organizations, particularly in the context of climate change and sustainable development, is highly desirable. Proven experience in conducting legal research and drafting reports is essential.

Languages:
Fluency in French and Arabic is mandatory, as these are the primary languages of communication in Morocco. Proficiency in English is considered a strong asset, particularly for engaging with international stakeholders and accessing global resources.
