Job Overview: The position of Technical Expert for the Boosting Implementation of the Yaoundé Code of Conduct Project involves providing technical expertise and support under the supervision of the Head of the Maritime security" style="border-bottom: 1px dotted #007bff !important;">Security Section and the BAY Project Advisor. The incumbent will be responsible for implementing and coordinating the project, which aims to enhance maritime security in the region. This role requires developing strategic communication plans, conducting assessments, and providing guidance to beneficiaries on the implementation of the Yaoundé Code of Conduct. The expert will also manage project mentorship programs, oversee consultants and volunteers, and ensure timely delivery of project outputs. The position demands active participation in capacity-building activities and the facilitation of policy dialogues among stakeholders.
Duties and Responsibilities: The incumbent will be responsible for the following duties and responsibilities:
Implement and coordinate the 'Boosting Implementation of the Yaoundé Code of Conduct Project.'
Provide expert advice on developing regional strategic communication plans related to the project.
Review, edit, and contribute to products developed by the BAY Project.
Prepare and maintain comprehensive assessment, training, and mentoring plans for each regional zone under the project.
Initiate and coordinate the development of guidance documents for beneficiaries.
Supervise the preparation of quarterly reports detailing variances against the project training plan.
Develop and manage the project mentorship program, supervising the Project Assistant and UN Volunteers.
Oversee the work of consultants and ensure timely delivery of outputs.
Assist in ensuring timely delivery of results and outputs in all project activities. 1
Oversee the development and maintenance of the ICC website. 1
Provide input for the recruitment of consultants and experts. 1
Support project outcomes through participation in capacity-building activities. 1
Develop project management reports for implementing partners and donors. 1
Assist in the final report on project achievements and sustainability. 1
Manage the technical closure of the BAY Project. 1
Facilitate conferences and regional events under the project's framework. 1
Ensure timely coordination of project governance and advisory meetings. 1
Undertake additional tasks as requested by the PA to ensure proper project implementation. 2
Facilitate policy dialogues on training among implementing partners and stakeholders. 2
Chair technical working group discussions and represent the project at international conferences.
Required Qualifications: The position requires a Master's degree or equivalent in International Relations, Maritime Security, Public or Maritime Administration, Social Sciences, or other relevant fields, along with 5 years of experience. Alternatively, a First University degree (Bachelor or equivalent) with 7 years of experience is acceptable. Candidates must have a minimum of 5 years of progressively responsible experience in delivering project services, including the design and implementation of international development projects. Experience in organizing maritime conferences and capacity-building workshops is essential. Knowledge of capacity-building challenges and international regulations related to maritime security is advantageous. A professional project management qualification is a plus, as is past employment in maritime security or administration.
Educational Background: Candidates must possess a Master's degree or equivalent in relevant fields such as International Relations, Maritime Security, or Social Sciences. Alternatively, a Bachelor's degree with additional years of experience is acceptable. The educational background should reflect a strong foundation in the principles and practices relevant to maritime security and international development.
Experience: The position requires a minimum of 5 years of relevant experience for candidates with a Master's degree or 7 years for those with a Bachelor's degree. This experience should include progressively responsible roles in project services, particularly in the design and implementation of international development projects. Candidates should have a proven track record in organizing maritime conferences and capacity-building workshops, as well as experience in managing technical assistance needs and delivering training related to maritime safety.
