Job Overview:
The Assistant Programme Officer position is situated within the Transport Research and Policy Section of the Transport Division at ESCAP. The incumbent will report directly to the Chief of the Transport Research and Policy Section and will be responsible for executing various functions related to the just transition in electric mobility in Thailand. This includes collecting, analyzing, and presenting statistical data from diverse sources, supporting policy coordination and evaluation functions, and participating in outreach activities such as workshops and seminars. The role requires a proactive approach to developing training materials and presentations on assigned topics, as well as assisting in consulting assignments and preparing written outputs such as background papers and analytical notes. The position emphasizes the importance of data collection and analysis to identify trends and provide insights for data-driven decision-making.

Duties and Responsibilities:
The duties and responsibilities of the Assistant Programme Officer include: 1) Carrying out selected aspects of programmes and operations related to just transition in electric mobility in Thailand, which involves collecting and analyzing statistical data, providing support for policy coordination, and participating in outreach activities. 2) Assisting the Section Chief in consulting assignments, which includes planning and facilitating workshops, preparing various written outputs, and providing administrative support for meetings and press conferences. 3) Contributing to the collection and analysis of data, identifying trends, and providing insights through data visualization methods. 4) Performing other duties as required, demonstrating professionalism, teamwork, and effective planning and organizing skills.

Required Qualifications:
Candidates must possess a first-level university degree in business administration, management, economics, environmental studies, sustainable development, or a transport-related field. An advanced university degree in these fields may be accepted in lieu of two years of required experience. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate knowledge and understanding of relevant theories and concepts, as well as the ability to analyze and resolve issues effectively. Professionalism, teamwork, and planning skills are essential for success in this role.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as business administration, management, economics, environmental studies, sustainable development, or transport-related disciplines. An advanced degree may substitute for two years of experience, and completion of programs in data analytics or related fields is advantageous.

Experience:
A minimum of two years of experience in project or programme management or administration is required. However, candidates with an advanced university degree may apply with no prior experience. Experience working with Thai government and non-government stakeholders in the Thai language, along with cultural awareness in the Thai environment, is essential. Additionally, one year of experience in sustainable transport or a related area is desirable, as is experience within the United Nations Common System or similar international organizations.

Languages:
Fluency in English and Thai is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered an advantage, enhancing the candidate's profile for the role.

Additional Notes:
This position is open exclusively to Thai nationals and is based locally in Bangkok. The appointment is temporary, funded from extra budgetary resources, and will initially be available for six months. Extensions of the appointment are contingent upon satisfactory performance and the continued availability of the position. Candidates residing outside of Thailand may be considered if no suitable local candidates are identified, but they will be responsible for any travel and relocation costs. The position may involve a special post allowance for current General Service staff members transitioning to this temporary role.
