The Financing for Development Section, where this position is located, plays a crucial role in providing strategic and policy support related to financing for development, particularly in the context of green finance and sustainable development goals (SDGs).

Job Overview:
The Regional Advisor on Green Finance will be responsible for providing high-level technical expertise and policy advice on financing for development issues, particularly those related to green finance, energy transition, and nature-based solutions. The role involves monitoring and analyzing economic developments and trends in sustainable finance, contributing to the design of national policies and strategies for developing countries, and ensuring alignment with international development goals. The advisor will also participate in capacity development programs, engage with governments and development partners, and contribute to the division's resource mobilization strategies. This position requires a strong understanding of economic principles, sustainable development, and the ability to communicate effectively with various stakeholders.

Duties and Responsibilities:
The incumbent will perform a range of mandatory tasks, including providing policy advice and recommendations on financing for development, particularly in green finance. They will monitor and analyze economic trends, contribute to national policy design, and ensure alignment with the Sustainable Development Goals (SDGs). The advisor will also participate in the development of capacity-building programs, engage in global and regional meetings, prepare speeches and presentations, and contribute to resource mobilization strategies. Additional responsibilities include conducting training seminars, guiding data collection initiatives, liaising with professional networks, and establishing partnerships with governments and financial institutions to mobilize green finance effectively.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in economics, development finance, or a related field. A relevant first-level university degree combined with additional qualifying experience may be accepted in lieu of the advanced degree. A PhD is desirable. Candidates should have a minimum of seven years of progressively responsible experience within the UN development system or related operational activities, with at least four years of advisory work in developing countries. Experience in green finance, including green bond issuance and climate-related assistance, is essential, along with a proven track record in producing technical research papers in the field.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics, development finance, or a related field is required for this position. A first-level university degree in the same fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree. A PhD is considered an asset, indicating a higher level of expertise and research capability in the relevant areas.

Experience:
The position requires a minimum of seven years of progressively responsible experience within the UN development system or related operational activities, specifically in economic research and analysis, policy formulation, and sustainable development programs. At least four years of this experience should involve advisory work in developing countries, preferably across multiple regions. Candidates should also have experience in green finance issues, including green bond issuance and climate-related assistance to financial regulators, as well as a background in producing technical research papers in the area of green finance in Asia and the Pacific.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the UN Secretariat. Knowledge of another UN official language, such as French, is considered an advantage and may enhance the candidate's profile for this role.

Additional Notes:
The initial appointment for this position is for one year, with the possibility of annual renewal based on the continued need for technical expertise, availability of funds, and satisfactory performance. The duration of the assignment as a Regional Adviser is typically three years. The position is funded under the resources of the Regular Programme of Technical Cooperation. The selected candidate will receive a fixed-term appointment limited in accordance with UN administrative instructions.
