Job Overview: The Programme Analyst position is crucial for supporting the planning, implementation, and management of the UN Women component of the regional programme titled 'EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans.' This role involves contributing to the effective management of the programme by providing substantive inputs to its design, formulation, implementation, and evaluation. The Programme Analyst will lead the implementation of programme activities, monitor results achieved during implementation, and ensure the appropriate application of systems and procedures. The position requires close collaboration with the programme and operations team, UN Women HQ personnel, government officials, donors, and civil society to ensure successful programme implementation. The Programme Analyst will also contribute technically to the development of programme strategies in the areas of ending violence against women (EVAW) and women's economic empowerment (WEE).
Duties and Responsibilities: The Programme Analyst will have a comprehensive set of duties and responsibilities, including:
Contributing technically to the development of programme strategies in EVAW and WEE related to the Joint Programme.
Providing substantive inputs to the design and formulation of programme activities and initiatives.
Identifying areas for support and intervention related to the programme.
Offering technical support to the implementation and management of the UN Women component of the Joint Programme.
Leading the implementation of programme activities and coordinating calls for proposals, including organizing technical review committees and assessing partner capacities.
Reviewing, coordinating, and monitoring the submission of financial and narrative reports from implementing partners.
Training partners on Results Based Management and monitoring implementation.
Supporting key stakeholders' coordination on EVAW and WEE to achieve coherence and alignment of UN Women programmes with other partners in the region. 1
Developing background documents, briefs, and presentations related to the programme and coordinating advocacy campaigns, events, and knowledge products.
Required Qualifications: The position requires a range of qualifications, including:
A Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Good programme formulation, implementation, monitoring, and evaluation skills are essential.
Strong analytical skills and the ability to gather and interpret data, reach logical conclusions, and present findings and recommendations are necessary.
Knowledge of EVAW and WEE is crucial, along with the ability to identify and analyze trends, opportunities, and threats to fundraising.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, international development, or a related area. Alternatively, a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification is considered an added advantage.
Experience: Candidates must have at least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience specifically in EVAW and WEE is required, as well as experience in implementing EU-funded projects. Additionally, candidates should have experience coordinating and liaising with government agencies and donors, and experience leading and coaching staff in international settings is desirable. Proficiency in using computers and office software packages (such as MS Word and Excel) and experience with web-based management systems are also required. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable.
Languages: Fluency in English is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would be considered an asset.
