Job Overview:
The consultant will play a crucial role in supporting the implementation of the EVOLVE4GE project, which aims to enhance gender-responsive governance in Moldova. This position involves working closely with various ministries to institutionalize Gender Responsive Budgeting (GRB) practices. The consultant will be responsible for conducting gender analyses, providing tailored recommendations for budget modifications, and facilitating capacity-building activities. The overarching goal is to ensure that women and girls benefit from enhanced policies and services, contributing to the broader objectives of gender equality and empowerment as outlined in the 2030 Agenda for Sustainable Development.

Duties and Responsibilities:
The consultant's responsibilities include developing and delivering capacity-building activities, supporting ministries in conducting gender analyses for budget programs, providing recommendations for modifications to enhance gender responsiveness, mentoring ministry representatives on GRB principles, formulating recommendations for budget circular enhancements, facilitating the piloting of GRB provisions, monitoring implementation processes, documenting mentorship sessions, and developing a final report summarizing results and lessons learned. The consultant will work in close coordination with both international and national experts and will report to the Project Officer on Gender Responsive Governance.

Required Qualifications:
Candidates must possess a Master’s degree in public administration, social studies, finance, gender studies, or a related field. Alternatively, a first-level university degree (bachelor's) combined with two additional years of relevant experience may be accepted. Candidates should have at least two years of professional experience in gender-responsive budgeting or public finance management, proven experience in conducting gender analyses, and experience in designing and delivering training on gender equality and budgeting. Familiarity with central government finance policies and processes is also required, and previous experience with international organizations is considered an asset.

Educational Background:
A Master’s degree in relevant fields such as public administration, social studies, finance, or gender studies is required. A bachelor's degree combined with additional qualifying experience may also be acceptable. Candidates should be prepared to provide proof of their educational qualifications upon request.

Experience:
The position requires a minimum of two years of relevant professional experience in gender-responsive budgeting or public finance management. Candidates should have a proven track record in conducting gender analyses and developing related reports, as well as experience in training and mentoring on gender equality and budgeting processes. Experience working with central government finance policies is essential, and familiarity with international organizations is advantageous.

Languages:
Fluency in Romanian and English is mandatory for this position. Knowledge of the Russian language is considered an asset, enhancing the consultant's ability to communicate effectively in the local context.

Additional Notes:
This consultancy is home-based, with travel covered separately by UN Women if required. Payment will be made upon satisfactory completion of deliverables, which include a detailed work plan, training materials, budget program recommendations, monitoring reports, documentation of mentorship sessions, and a final report. The consultant is expected to maintain regular communication with the Project Officer and inform UN Women of any challenges that may arise during the assignment.
