Duties and Responsibilities: The duties and responsibilities of the Independent Consultant-National Expert on ESIA include:
Conducting field assessments to gather data on environmental and social conditions in areas designated for logging.
Engaging with local communities to understand their perspectives and concerns regarding logging activities.
Analyzing data collected during field assessments to identify potential impacts on biodiversity, water resources, and local livelihoods.
Preparing a comprehensive ESIA report that includes findings, impact assessments, and recommendations for mitigation measures.
Collaborating with UNDP and other stakeholders to ensure compliance with national and international environmental standards.
Presenting findings to relevant authorities and stakeholders, and facilitating discussions on the implementation of recommendations.
Providing ongoing support and guidance to stakeholders throughout the implementation of the ESIA recommendations.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
Proven experience in conducting Environmental and Social Impact Assessments, particularly in the context of commercial logging or natural resource management.
Strong knowledge of environmental regulations and policies in Liberia and internationally.
Excellent analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders, including local communities, government officials, and NGOs.
Educational Background: Candidates must have at least a Master's degree in Environmental Science, Environmental Management, Social Sciences, or a related field. A PhD in a relevant discipline would be an advantage. The educational background should include coursework or training in environmental impact assessment methodologies, social research methods, and sustainable development practices.
Experience: Candidates should have a minimum of 5 years of professional experience in conducting Environmental and Social Impact Assessments, with a focus on the forestry or natural resource sectors. Experience working in Liberia or similar contexts is highly desirable. Familiarity with UNDP's operational procedures and standards will be considered an asset.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of local languages spoken in Liberia would be an advantage, as it would facilitate engagement with local communities and stakeholders.
Additional Notes: This position is offered as an individual contractor role, and the contract duration is for 60 working days over a period of three months. The consultant is expected to work independently while maintaining regular communication with UNDP.
