Job Overview:
The National Consultant position focuses on integrating human security into development programming in Bangladesh. This role is crucial for building resilience against multi-dimensional risks that the country faces. The consultant will be expected to analyze existing development programs and identify gaps in human security integration. They will work closely with various stakeholders, including government agencies, civil society organizations, and community groups, to ensure that human security considerations are embedded in development strategies. The consultant will also be responsible for providing recommendations and strategies that enhance the effectiveness of development initiatives in addressing the vulnerabilities faced by communities in Bangladesh. This position requires a deep understanding of human security concepts and their application in development contexts, as well as strong analytical and communication skills.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include:
  • Conducting a comprehensive assessment of current development programs in Bangladesh to identify how human security is currently integrated.
  • Engaging with stakeholders to gather insights and perspectives on human security challenges and opportunities.
  • Developing a framework for integrating human security into existing and future development initiatives.
  • Providing technical guidance and support to UNDP and its partners in implementing the human security framework.
  • Preparing detailed reports and presentations on findings and recommendations for stakeholders.
  • Facilitating workshops and training sessions to build capacity among stakeholders on human security issues.
  • Monitoring and evaluating the impact of integrated human security approaches on development outcomes.
  • Collaborating with other consultants and experts to ensure a holistic approach to development programming.

Required Qualifications:
The position requires a strong background in development studies, human security, or a related field. Candidates should possess excellent analytical skills, with the ability to assess complex situations and propose practical solutions. Strong communication skills are essential for engaging with diverse stakeholders and presenting findings effectively. The consultant should also have experience in project management and a proven track record of working in development contexts, particularly in Bangladesh or similar settings. Familiarity with UNDP's operational procedures and policies will be an advantage.

Educational Background:
Candidates must hold at least a Master's degree in development studies, international relations, social sciences, or a related field. A PhD in a relevant discipline would be considered an asset. Additional certifications or training in human security or conflict resolution would also be beneficial.

Experience:
The ideal candidate should have a minimum of 5 years of professional experience in development programming, with a focus on human security or related areas. Experience working with international organizations, particularly in the context of Bangladesh, is highly desirable. The consultant should demonstrate a strong understanding of the socio-political landscape of Bangladesh and the challenges related to human security.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Bengali or other local languages would be considered an asset, as it would facilitate better engagement with local stakeholders and communities.

Additional Notes:
This consultancy position is expected to last from March 2025 to August 2025, with a maximum of 65 working days. The consultant will be contracted as an individual contractor (IC) under UNDP's procurement process. The position is full-time, and the consultant will be required to submit proposals directly through the UNDP supplier portal. Compensation will be based on the consultant's qualifications and experience, and additional benefits may be provided as per UNDP policies.
