Job Overview:
The Business Management Analyst position is integral to the SDG Acceleration Framework Project, which aims to support the Government of Serbia in achieving its sustainable development goals. The role involves comprehensive business and operations management for Official Development Assistance (ODA), including business planning, budgeting, monitoring, reporting, grant management, and capacity building. The incumbent will work closely with the Ministry of Foreign Affairs and other national partners to ensure that ODA programs align with strategic objectives and comply with donor requirements. The position requires a proactive approach to monitoring and reporting on ODA programs, conducting economic analyses, and providing strategic business and operations advice to senior management. The analyst will also be responsible for knowledge management, advocacy, and networking with partners and beneficiaries to enhance cooperation and information sharing.

Duties and Responsibilities:
The Business Management Analyst will be responsible for a variety of tasks, including:
  • Business Planning and Budgeting: Preparing draft annual and multi-year plans for ODA programs, coordinating with national partners to develop budget forecasts, ensuring alignment of ODA plans with the Ministry's strategic objectives, and supporting the monitoring of business plan execution.
  • Monitoring and Reporting: Developing and implementing monitoring systems, preparing periodic progress reports for stakeholders, and conducting economic analyses to assess ODA program performance.
  • Grant and Fund Management: Ensuring national partners can oversee ODA fund allocation and disbursement, ensuring compliance with donor requirements, managing grants, and tracking relevant data.
  • Capacity Building: Providing training and support to Ministry staff on financial management practices, developing guidelines to enhance management capacity, and assisting in policy development for ODA management.
  • Strategic Analysis and Advice: Conducting analyses to inform decision-making, providing business advice to management, analyzing risks, and supporting funding proposal development.
  • Coordination and Collaboration: Collaborating with stakeholders, advising Ministry representatives on ODA management, facilitating communication, and supporting inter-institutional coordination.
  • Knowledge Management: Documenting best practices, analyzing policy-related information, and facilitating team learning.
  • Networking: Maintaining communication with government stakeholders, establishing records of contacts, and advising on cooperation opportunities.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Economy, Finance, Management, Business Administration, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned fields, combined with an additional two years of qualifying experience, will be considered. The role requires a minimum of two years of relevant experience with a Master’s degree or four years with a Bachelor’s degree in business analysis, management, operations, or a similar field. Candidates should have experience in business analysis, legal and business reviews, and working with a wide range of stakeholders, including private and government sectors. Strong relationship-building skills with clients and external actors are essential, along with proficiency in MS Office, particularly Excel and PowerPoint.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree) in relevant fields such as Economy, Finance, Management, or Business Administration. A first-level university degree (Bachelor’s degree) in these fields, combined with additional qualifying experience, may also be acceptable. This educational foundation is crucial for understanding the complexities of business management and operations within the context of development assistance.

Experience:
The position requires a minimum of two years of relevant experience for candidates with a Master’s degree or four years for those with a Bachelor’s degree. This experience should be in business analysis, management, operations, or similar roles. Candidates should demonstrate a proven track record of working effectively with diverse stakeholders, including government entities and private sector partners, and should possess experience in building strong relationships and managing projects under pressure.

Languages:
Fluency in Serbian and English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to communicate effectively with a broader range of stakeholders and partners.
