Job Overview:
The position of National Expert to Support the Albania’s VET (Vocational Education and Training) Inspection unit at the Ministry of Economy, Culture, and Innovation is crucial for enhancing the quality and effectiveness of vocational education in Albania. The expert will be responsible for providing technical support and guidance to the VET Inspection unit, ensuring that the inspection processes are aligned with national policies and international standards. This role involves collaborating with various stakeholders, including government officials, educational institutions, and other partners, to improve the overall quality of vocational education and training in the country. The expert will also be expected to contribute to the development of inspection frameworks, methodologies, and tools that facilitate effective monitoring and evaluation of VET programs.

Duties and Responsibilities:
The National Expert will have a comprehensive set of responsibilities, including but not limited to:
  • Providing expert advice and technical support to the VET Inspection unit in the Ministry of Economy, Culture, and Innovation.
  • Assisting in the development and implementation of inspection frameworks and methodologies for VET institutions.
  • Conducting assessments and evaluations of VET programs to ensure compliance with national and international standards.
  • Collaborating with stakeholders to identify areas for improvement in vocational education and training.
  • Preparing reports and documentation related to inspection findings and recommendations.
  • Facilitating training sessions and workshops for VET inspectors and other relevant personnel.
  • Supporting the integration of best practices in VET inspection processes.
  • Engaging in continuous professional development to stay updated on trends and developments in vocational education.

Required Qualifications:
Candidates must possess a strong background in vocational education and training, with specific qualifications that may include:
  • A degree in education, social sciences, or a related field.
  • Proven experience in VET inspection or quality assurance in education.
  • Knowledge of national and international standards for vocational education.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Ability to work independently and as part of a team.

Educational Background:
The educational background required for this position includes a minimum of a bachelor’s degree in a relevant field such as education, social sciences, or a related discipline. Advanced degrees (master’s or higher) are preferred and may enhance the candidate's suitability for the role. Specialized training or certifications in vocational education or quality assurance would be advantageous.

Experience:
Candidates should have substantial experience in the field of vocational education and training, ideally with at least 5 years of relevant work experience. This experience should include roles related to VET inspection, quality assurance, or educational policy development. Familiarity with the Albanian education system and previous work with governmental or international organizations would be beneficial.

Languages:
Fluency in Albanian is mandatory for this position, as the expert will be working closely with local stakeholders. Proficiency in English is also required, as it is the working language of UNDP and necessary for accessing international resources and documentation. Knowledge of additional languages may be considered an asset but is not mandatory.

This position is offered as an individual contractor role, which implies a flexible working arrangement. The contract duration and specific terms will be discussed during the selection process.
