Job Overview:
The position involves serving as an individual consultant tasked with conducting the final evaluation of the PIPSH project, which focuses on supporting integrated public policy related to the promotion and protection of the rights of persons with disabilities from 2017 to 202
  • The consultant will be responsible for assessing the project's effectiveness, efficiency, relevance, sustainability, and impact. This evaluation will provide insights into the project's achievements and challenges, and will inform future programming and policy decisions. The consultant is expected to engage with various stakeholders, including government officials, civil society organizations, and beneficiaries, to gather data and perspectives that will contribute to a comprehensive evaluation report.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Develop an evaluation framework and methodology that aligns with UNDP's evaluation standards.
  • Conduct a thorough review of project documentation, including project proposals, progress reports, and previous evaluations.
  • Design and implement data collection methods, including surveys, interviews, and focus group discussions with stakeholders.
  • Analyze quantitative and qualitative data to assess the project's outcomes and impacts.
  • Prepare a draft evaluation report that outlines findings, conclusions, and recommendations.
  • Present the evaluation findings to UNDP and relevant stakeholders, incorporating feedback into the final report.
  • Ensure that the evaluation process is participatory and inclusive, engaging stakeholders throughout the evaluation.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • Advanced degree in social sciences, public policy, international development, or a related field.
  • Proven experience in conducting evaluations of development projects, particularly in the area of disability rights or social inclusion.
  • Strong analytical skills and experience with both qualitative and quantitative research methods.
  • Familiarity with UNDP's evaluation policies and procedures.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.

Educational Background:
Candidates are required to have an advanced degree (Master's or equivalent) in a relevant field such as social sciences, public policy, international development, or a related discipline. A PhD is an advantage but not mandatory. Relevant certifications in evaluation methodologies or project management are also beneficial.

Experience:
Candidates should have a minimum of 5 years of professional experience in the field of evaluation, particularly in assessing development projects. Experience working with UN agencies or similar international organizations is highly desirable. Familiarity with the rights of persons with disabilities and inclusive development practices will be considered an asset.

Languages:
Fluency in both written and spoken English and French is mandatory, as the evaluation will involve stakeholders who communicate in both languages. Knowledge of Arabic is an advantage but not required.

Additional Notes:
This position is for an individual contractor and is expected to be a short-term engagement. The consultant will work remotely but may be required to travel within Morocco for stakeholder consultations. The contract duration will be determined based on the evaluation timeline, and the consultant will be compensated according to UNDP's rates for individual contractors.
