Job Overview:
The Development Effectiveness Coordinator will play a crucial role in enhancing development cooperation initiatives in Malawi, aligning them with national priorities and the Sustainable Development Goals (SDGs). This position involves providing strategic advisory services to the Ministry of Finance and Economic Affairs (MoFEA) and overseeing frameworks for tracking and evaluating development effectiveness. The Coordinator will work closely with stakeholders to ensure that development initiatives are coherent with Malawi's Vision 2063 and contribute to sustainable development outcomes. The role requires a strong focus on integrating financing frameworks into national planning processes and promoting evidence-based policymaking. The Coordinator will also lead research initiatives and capacity-building programs to foster innovation in development programming, ensuring that development cooperation efforts are effective and impactful.

Duties and Responsibilities:
  • Strengthening Development Effectiveness: Provide strategic advisory services to MoFEA to enhance development cooperation and alignment with national priorities; develop frameworks for tracking and evaluating development effectiveness; support the preparation of annual Development Cooperation Reports; align development initiatives with Malawi's Vision 2063.
  • Integrated National Financing Framework (INFF): Lead efforts to integrate the INFF into national planning and budgeting processes; provide technical expertise on designing and operationalizing the INFF; facilitate consultations with stakeholders to align financing mechanisms with national priorities; guide the integration of public and private financing strategies within the INFF.
  • Policy Advisory and Coordination: Serve as a key advisor for policy development on effective development cooperation; provide guidance to coordination forums on development policy; support the development of policies to enhance aid transparency and accountability; promote evidence-based policymaking by synthesizing data from development cooperation efforts.
  • Oversight for DCIMS: Oversee the implementation of the Development Cooperation Information Management System (DCIMS); monitor system utilization and provide recommendations for enhancement; collaborate with technical teams to ensure the DCIMS is equipped with up-to-date data collection and reporting capabilities.
  • Research and Capacity Development: Lead research initiatives on global best practices; design and deliver capacity-building programs for government officials; develop knowledge-sharing platforms to institutionalize lessons learned; foster innovation in development programming.
  • Project Management Functions: Ensure proper planning and resource allocation for development cooperation initiatives; monitor progress against work plans; oversee financial management of project resources; provide regular updates to stakeholders; support drafting technical terms of reference for consultants.

Required Qualifications:
The position requires an advanced university degree (master's degree or equivalent) in Development Economics, Development Aid Policy and Effectiveness, Economics, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in a relevant field combined with an additional two years of qualifying experience will be considered. Candidates should possess strong experience in leading and coordinating consultations with a range of stakeholders, including governments, multilateral and bilateral partners, civil society, private sector, and academia. A strong command of digital data collection tools is also essential.

Educational Background:
Candidates must hold an advanced university degree (master's degree or equivalent) in a relevant field such as Development Economics, Development Aid Policy and Effectiveness, or Economics. A first-level university degree (bachelor’s degree) in a relevant field, combined with additional qualifying experience, will also be considered. This educational background is crucial for understanding the complexities of development cooperation and financing frameworks.

Experience:
The position requires a minimum of 7 years of relevant experience at the national or international level working with policy advice to the Government, with a master's degree. Candidates with a bachelor's degree should have at least 9 years of relevant experience. Experience in leading and coordinating consultations with various stakeholders, as well as a strong background in development effectiveness, is essential. Previous work experience with UN agencies, NGOs, the European Union, or the World Bank is highly desirable.

Languages:
Proficiency in English is required for this position. Strong communication skills in English are essential for effective collaboration with stakeholders and for producing substantive reports. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is based in Lilongwe, Malawi, and involves working closely with the Ministry of Finance and Economic Affairs. The Coordinator will be responsible for leading and coordinating the implementation of the project under the direct supervision of the Team Lead, Development Impact Advisory Team of UNDP Malawi. The role may require regular interaction with various stakeholders, including government agencies, private sector actors, and development partners. The position is expected to be full-time, and candidates should be prepared for a dynamic work environment that requires adaptability and proactive engagement.
