Job Overview:
The Deputy Chief of Service position is crucial within the Security and Safety Section of UNOG, where the incumbent will report directly to the Chief of the Security and Safety Service. This role encompasses a wide range of responsibilities, including overseeing the Management, Support, and Annex Unit, managing the budget for the Security Service, and ensuring effective human resource management. The Deputy Chief will also be responsible for analyzing training needs, proposing training programs, and overseeing the development of training manuals. The position requires strategic planning and implementation of security projects, as well as the ability to analyze security trends and propose improvements to policies and procedures. The incumbent will lead working groups on security and development projects and provide advice on security matters to UN organizations. This role is pivotal in ensuring the safety and security of UN operations in Geneva and abroad, particularly during special events and conferences.

Duties and Responsibilities:
The Deputy Chief of Service will oversee and direct the activities of the Management, Support, and Annex Unit, ensuring effective budget management for the Security Service. Responsibilities include managing human resources, overseeing recruitment and placement processes, analyzing training needs, and developing training programs. The incumbent will prepare service objectives and work plans, manage security equipment and supplies, and ensure strategic planning for security projects. The role involves analyzing security trends, leading working groups, and preparing in-depth reports. The Deputy Chief will also contribute to crisis management efforts and assist in preparing a Crisis Management scheme for Geneva. Additional duties may include replacing the Chief of Service during absences and performing tasks of the Assistant Chief when necessary.

Required Qualifications:
Candidates must possess thorough knowledge of security and safety operations, including crisis management and emergency response. The role requires a strong sense of professionalism, with the ability to remain calm under pressure and demonstrate effective communication skills. The incumbent should be adept at planning and organizing, with the capability to develop clear goals and adjust priorities as needed. Leadership skills are essential, as the Deputy Chief will serve as a role model and empower others to achieve objectives. The ability to manage performance effectively, delegate responsibilities, and provide constructive feedback is also crucial for this position.

Educational Background:
An advanced university degree (Master's degree or equivalent) in social/political science, law, criminal justice, business administration, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification from a Police/Military War College at the commissioned officer level is desirable, indicating a strong foundation in security management.

Experience:
A minimum of seven years of progressively responsible experience in security, risk, or disaster management is required. This experience should encompass roles in national security, military, police, or corporate environments. Candidates should have senior command or management experience in either the public or private sector. International field experience within the UN Security Management System is desirable, as is prior experience managing security and safety services within the United Nations System.

Languages:
Fluency in English or French is required, along with knowledge of the other language. Proficiency in another UN official language is considered an asset, enhancing the candidate's ability to communicate effectively within the diverse UN environment.
