Job Overview: The consultant will play a pivotal role in developing the Education in Emergencies (EiE) Strategy for the Arab Region for the period 2025-203
This position is crucial in addressing the educational needs of populations affected by crises, including refugees and internally displaced persons. The consultant will be responsible for conducting thorough assessments of educational needs, reviewing relevant policy documents, and analyzing data to inform the strategy. The overarching goal is to ensure that education systems in the Arab region are resilient and capable of providing continuous, inclusive, and quality education during emergencies. The consultant will also facilitate stakeholder consultations, draft the strategy, and prepare for its launch, ensuring that the strategy aligns with UNESCO's broader objectives and commitments to education in crisis situations.
Duties and Responsibilities: The consultant will undertake a comprehensive set of responsibilities, including: conducting assessments to identify the educational needs of affected populations; mapping the political, social, and economic conditions impacting education in the Arab states; reviewing relevant policy documents and frameworks; analyzing global, regional, and national practices in education during emergencies; collecting and analyzing quantitative and qualitative data; leading consultations with stakeholders in the education sector; drafting and finalizing the EiE strategy; developing a Monitoring and Evaluation framework; preparing presentations for stakeholders; and organizing a strategy launch event. These tasks require a collaborative approach and effective communication with various partners to ensure the strategy's success and implementation.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in education, public policy, public administration, international development, or related fields. Additionally, a minimum of seven years of professional experience in education, policy-making, or related areas is required. Proven experience in educational research, policy reviews, and data analysis is essential, along with extensive experience in education in emergencies, stakeholder analysis, and consultations. Candidates should demonstrate excellent analytical skills, the ability to draft high-quality reports, and strong interpersonal skills to work effectively in a multicultural environment.
Educational Background: An advanced university degree (Master's or equivalent) in relevant fields such as education, public policy, or international development is mandatory. A PhD would be considered an asset, enhancing the candidate's qualifications for this role.
Experience: Candidates should have a minimum of seven years of relevant experience in the field of education, particularly in the context of policy-making and evidence-based research. Extensive experience in education in emergencies, sector analysis, and policy development is crucial. Familiarity with mobilizing expert groups and conducting stakeholder consultations is also required.
Languages: Excellent knowledge of English, both written and spoken, is mandatory for this position. Knowledge of Arabic is considered an asset, enhancing communication with local stakeholders and partners in the Arab region.
Additional Notes: This position is a non-staff contract with a duration of 7 to 11 months. The recruitment is open to external candidates, and the consultant will work under the guidance of the Director of the UNESCO Beirut Office and the Education Programme Specialist. The role requires a commitment to meeting tight deadlines and the ability to work collaboratively with various stakeholders in the education sector.
