Job Overview:
The Regional Programme and Policy Officer – Accountability to Affected People, Grievance and Redress Advisor will play a crucial role in enhancing the accountability and assurance of WFP’s programs in the Asia and Pacific region. This position involves providing technical support for the design and functioning of community feedback mechanisms and unified case management systems, ensuring that these systems are compatible with WFP’s global standards. The advisor will work closely with country offices to implement effective feedback channels, enabling timely and efficient risk mitigation and program learning. The role also includes leading the development of strategic guidance and coordinating cross-functional technical support to country offices, particularly in their engagement with government grievance and redress mechanisms. The advisor will be expected to undertake field missions to emergency and hardship duty stations as necessary, contributing to WFP’s mission of ensuring that humanitarian assistance is both effective and accountable to the people it serves.

Duties and Responsibilities:
The Regional AAP/GRM Advisor will be responsible for a wide range of duties, including:
  • Providing technical guidance and support to country offices in designing and operating effective community feedback mechanisms (CFM) and unified case management systems, ensuring they are contextually relevant and effective.
  • Collaborating with the Regional Digital Solutions expert to guide the deployment and configuration of digital solutions for CFM and unified case management systems, including troubleshooting and addressing any operational concerns.
  • Supporting country offices in developing tools and processes to enhance feedback visualization, analysis, and learning, thereby maximizing support for program design and decision-making.
  • Leading the development of regionally specific guidance for country offices on engaging with governments to enhance grievance and redress mechanisms, ensuring alignment with WFP’s accountability standards.
  • Managing a regional community of practice to share learning and best practices related to feedback and case management systems.
  • Documenting risks associated with government-led feedback systems and developing required actions to address any gaps in WFP’s internal assurance and accountability standards.
  • Supporting WFP management in articulating the organization’s value proposition externally, particularly in advocacy efforts with governments and financial partners.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Advanced degree in social sciences, development studies, public policy/administration, international relations, sociology, or a related field.
  • A minimum of 7 years of professional experience in relevant areas, with at least 3 years of progressively responsible experience in international development and/or humanitarian contexts.
  • Proven experience in leading the design, development, and rollout of community feedback mechanisms, including defining business and technology requirements.
  • Familiarity with digital solutions such as SugarCRM for feedback and case management.
  • Experience in influencing and advising senior management on accountability and assurance issues.
  • Strong analytical, written, and oral communication skills, with the ability to influence others and build partnerships effectively.

Educational Background:
The educational background required for this position includes an advanced degree in one or more relevant disciplines such as social sciences, development studies, public policy/administration, international relations, sociology, or other related fields. This educational foundation is essential for understanding the complexities of humanitarian work and the socio-political contexts in which WFP operates.

Experience:
The position requires a significant level of experience, specifically a minimum of 7 years in relevant professional roles. This includes at least 3 years of progressively responsible experience in international development and/or humanitarian contexts. Candidates must have demonstrated leadership in designing and implementing community feedback mechanisms and must be familiar with digital solutions for managing feedback and case management processes.

Languages:
A strong command of English, both written and spoken, is essential for this role. This proficiency is necessary for effective communication within the organization and with external stakeholders. Additional language skills may be beneficial but are not mandatory.
