Job Overview:
The Gender Expert will play a crucial role in ensuring that gender needs are integrated into Early Warning Systems (EWS) and disaster risk management activities within the project titled 'Enhancing Early Warning Systems to build greater resilience to hydro-meteorological hazards in Timor-Leste.' This position involves tracking gender-specific indicators and assessing progress towards achieving gender equality. The project, approved by the Green Climate Fund Board in October 2021, has a budget of USD 21.7 million and aims to deliver transformative impacts to the population of Timor-Leste, particularly in the context of climate change and disaster risk. The Gender Expert will work towards gender mainstreaming throughout the project, ensuring that gender concerns are addressed and that existing inequalities are not reinforced. The role requires collaboration with various stakeholders, including government institutions and community members, to ensure that gender-sensitive approaches are adopted in all project activities.

Duties and Responsibilities:
The Gender Expert will be responsible for a wide range of duties, including:
  • Gender mainstreaming: Providing expert advisory services on gender aspects of the project, ensuring compliance with gender policies, and leading the implementation of the project Gender Action Plan.
  • Technical Assistance, documentation, and reporting: Contributing to gender-related activities, documenting best practices, and ensuring data collection includes gender-disaggregated data.
  • Gender-sensitive communication and capacity building: Revising communication materials to be gender-sensitive, promoting awareness of gender issues, and conducting training sessions.
  • Gender safeguards: Providing a gender perspective for the project Environmental and Social Action Plan and ensuring the Grievance Redress Mechanism includes provisions for gender-based violence.
  • Coordination and knowledge sharing: Acting as the focal point for gender-related issues, coordinating initiatives, and sharing lessons learned with stakeholders. The Gender Expert will also be expected to perform other relevant tasks as outlined in the Gender Action Plan.

Required Qualifications:
Candidates must possess a minimum advanced university degree (Master’s or equivalent) in social or environmental sciences or a relevant discipline, preferably with a specialization in gender management. Alternatively, a first university degree (Bachelor’s or equivalent) in the mentioned fields, combined with two additional years of relevant experience, may be considered in lieu of an advanced degree. Additionally, candidates should have a minimum of 5 years of practical experience in gender equality and gender mainstreaming, with formal training in gender analysis and planning being desirable. Familiarity with gender analysis tools and methodologies, as well as experience working with government institutions and international organizations in Timor-Leste, is also preferred.

Educational Background:
The educational background required for this position includes a minimum advanced university degree (Master’s or equivalent) in social or environmental sciences or a related field, with a specialization in gender management being highly preferred. A first university degree (Bachelor’s or equivalent) in the aforementioned fields, along with two additional years of relevant experience, may be accepted in lieu of an advanced degree. Experience:
The position requires a minimum of 5 years of practical experience in the field of gender equality and gender mainstreaming. Candidates should have formal training in gender analysis and planning, demonstrating expertise in integrating gender considerations into projects and programs. Experience in the gender context of Timor-Leste, particularly working with government institutions and international or UN agencies, is highly desirable. Familiarity with gender analysis tools and methodologies relevant to the specific area of intervention is also preferred, along with strong communication skills and the ability to engage with various stakeholders.

Languages:
Fluency in English is required for this position. Proficiency in additional languages, particularly those relevant to the local context in Timor-Leste, may be considered an asset but is not mandatory.

Additional Notes:
The contract type for this position is a Local ICA Contract at level ICS 10 / LICA-10, with a duration of 12 months, subject to organizational requirements, availability of funds, and satisfactory performance.
