Job Overview: The Evaluation Team Member - Specialist position is crucial for conducting a comprehensive evaluation of the UN's Country Framework (CF) in Albania. The role involves working closely with an international Evaluation Team Leader and contributing substantively to the evaluation process. The selected candidate will be responsible for data collection, analysis, and providing insights into local development issues, particularly in the context of Albania's socio-economic environment and the Agenda 2030 goals. The evaluation aims to ensure that stakeholder perspectives are captured and that recommendations align with nationally owned priorities. The consultant will be expected to produce key deliverables, including an inception report, preliminary findings, and the final evaluation report, all while adhering to strict confidentiality protocols regarding the documents produced during the consultancy.
Duties and Responsibilities: The Evaluation Team Member will have a range of responsibilities, including but not limited to: reviewing relevant documents to inform the evaluation process; participating in the design of the evaluation methodology and contributing to the inception report; conducting thorough analyses of outcomes and outputs as outlined in the Join Work Plans; executing fieldwork and data collection as specified in the Inception report and Terms of Reference; drafting sections of the inception and evaluation reports in collaboration with the team leader; and assisting in finalizing the evaluation report by incorporating feedback on draft sections. The role requires a proactive approach to engaging with stakeholders and ensuring that the evaluation process is comprehensive and reflective of diverse perspectives.
Required Qualifications: Candidates must possess a master's degree in a relevant field such as international development, economics, political science, governance, social sciences, or a related discipline. A minimum of five years of relevant professional experience is required, with a preference for candidates who have previously worked with the United Nations. Strong data collection and analysis skills are essential, along with prior experience in working with multilateral agencies and expertise in gender-disaggregated data collection. Familiarity with UN programming principles, including leaving no one behind (LNOB), human rights, gender equality and women's empowerment (GEWE), disability inclusion, and environmental sustainability, is also required. Candidates should demonstrate excellent time management skills and the ability to manage complex evaluations using mixed methods.
Educational Background: The educational background required for this position includes a master's degree in a relevant field such as international development, economics, political science, governance, social sciences, or a closely related area. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills to effectively contribute to the evaluation process.
Experience: The position requires a minimum of five years of relevant professional experience in fields related to evaluation, data analysis, and development work.
