UNOPS provides project management, procurement and infrastructure services to governments, donors and UN organizations, such as the Government of Haiti, the United Nations Children's Fund (UNICEF) and the UK Department for International Development (DFID).
Job Posting Organization: The Austria Multi-Country Office (AUMCO) is part of the UNOPS Europe and Central Asia Region (ECR). Established to facilitate the achievement of Agenda 2030 and the Paris Agreement, AUMCO focuses on global programs and tailored interventions in the Balkans, South Caucasus, and Central Asia. The office specializes in various areas including Infrastructure, Procurement, Project Management, HR and Transactional Services, Grants Management, and Technical and Advisory Services. The UNOPS Uzbekistan Office, which operates under AUMCO, was established in Tashkent in October 2022 and aims to support the Government of Uzbekistan’s development efforts through effective project management, infrastructure, and procurement services. Currently, the office is engaged in three significant projects that contribute to Sustainable Development Goal 3 (Good Health and Wellbeing), working closely with the Government and development partners to align with the country's development priorities, including education.
Job Overview: The Senior Associate Construction Management Engineer will report to the Lead Construction Management Engineer and is expected to provide technical expertise and apply best practices in project implementation. The role involves supporting the day-to-day supervision and management of construction activities, ensuring that projects are completed on time and meet quality standards as per contractual obligations. The engineer will monitor project progress, assist in resolving site issues, and ensure compliance with health, safety, and environmental regulations. The position also requires coordination with design consultants and maintaining project documentation, including progress reports and safety inspections. The successful candidate will play a crucial role in the successful delivery of projects that significantly impact the healthcare infrastructure in Uzbekistan, particularly in response to the ongoing healthcare challenges.
Duties and Responsibilities:
Support construction management by supervising daily activities, monitoring progress, and managing planning and coordination of work.
Ensure timely completion of construction works according to quality standards and project specifications.
Assist in monitoring work progress through the Bill of Quantities and verify compliance with technical specifications.
Provide guidance to contractors and resolve site problems as necessary.
Assess contractor work activities and recommend payments based on completed work.
Prepare risk assessments, method statements, and permits related to health, safety, and social environment on site.
Oversee site surveying and engineering control of works.
Participate in project coordination meetings and perform other relevant duties as assigned.
Support technical documentation processes, ensuring timely completion of design reviews and project documentation. 1
Maintain comprehensive project documentation, including payment and variation registers, safety inspection records, and progress photos. 1
Prepare quality management templates and monitor work quality according to UNOPS standards. 1
Provide weekly and monthly reports on project matters, including quality, health and safety, and financial issues. 1
Maintain collaboration with partners, suppliers, and contractors, and manage the team of Associate Engineers/Architects. 1
Required Qualifications: Candidates must possess a secondary school diploma (High School or equivalent) with a minimum of seven years of relevant experience in project engineering and building construction management. Alternatively, a first-level university degree in a related field with three years of experience or an advanced degree in Project Engineering, Architecture, or Construction Management with one year of experience is desired. A Technical Supervisor Certificate issued by the Government of Uzbekistan is a strong advantage, along with additional certifications in relevant subjects. Knowledge of CAD software (AutoCAD or similar) is required, and familiarity with MS Project is an asset. Experience in full-time site management and working within UN system organizations is desirable.
Educational Background: The educational requirements for this position include a secondary school diploma with extensive relevant experience, or a first-level university degree in a related field with a minimum of three years of experience, or an advanced university degree in Project Engineering, Architecture, or a related field with at least one year of experience. A Technical Supervisor Certificate from the Government of Uzbekistan is highly advantageous, and additional certifications in relevant subjects are also beneficial.
Experience: Candidates should have at least seven years of relevant experience in project engineering and building construction management, with at least one year of experience in implementing works under complex quality, safety, and environmental management plans. Experience in site management directing engineering technical trade staff is highly desirable, and familiarity with the UN system organizations is a plus.
Languages: Intermediate English is required for this position, along with fluency in either Uzbek or Russian. Fluency in both languages is considered an asset, as effective communication is essential for the role.
Additional Notes: The contract type for this position is ICA, with a contract level of L-ICA-7 (ICS-7). The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
