Job Overview:
The position of Consultant for Media and Information Literacy is situated within UNESCO's Communication and Information Sector, which is dedicated to promoting freedom of expression and media development. The consultant will work under the authority of the Director of the Division for Freedom of Expression, Media Development, and Media and Information Literacy. The primary focus of this role is to support the Unit for Media and Information Literacy and Digital Competencies in achieving its global priorities, particularly through the implementation of the 'Social Media 4 Peace' project funded by the European Union. The consultant will be responsible for providing technical assistance in developing research frameworks, coordinating national advisory groups, and ensuring the alignment of deliverables with the project's objectives. This role requires a deep understanding of media and information literacy, as well as the ability to engage critically with information and digital technologies to promote peace and counter harmful content online.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:
  • Developing a standard research framework tailored to the contexts of Iraq, Kyrgyzstan, and South Africa for the Social Media 4 Peace project.
  • Creating Terms of Reference for selecting organizations to conduct research, detailing the scope of work, required expertise, and timelines.
  • Identifying potential partners for the research process in consultation with UNESCO project staff.
  • Coordinating national advisory groups to provide oversight and technical guidance for the research.
  • Supporting the review of deliverables from local partners to ensure alignment with research findings.
  • Assisting Field Offices in developing work plans that align with research recommendations.
  • Adapting toolkits and training modules to promote media and information literacy.
  • Preparing strategies for global resources and tools related to media literacy and online peacebuilding.
  • Drafting briefing notes, articles, and reports related to the project. 1
  • Developing a monitoring system for tracking project results and progress reporting. 1
  • Supporting the dissemination of project results at global conferences and organizing related events.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as law, public policy, political science, social sciences, communications, human rights, or media studies. Additionally, candidates should have at least two years of relevant professional experience in project implementation, management, and coordination related to freedom of expression and media literacy. Experience in collaborative projects involving diverse teams and stakeholders is essential. Strong analytical, drafting, and communication skills are required, along with the ability to synthesize complex information and maintain effective working relationships in a multicultural environment. Proficiency in office software and familiarity with the UN system are also important.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as law, public policy, political science, social sciences, communications, human rights, or media studies.
