Job Overview:
The consultancy position is focused on enhancing the awareness and adoption of sustainable alternatives to hydrofluorocarbons (HFCs) in Chile, contributing to the country's compliance with the Kigali Amendment under the Montreal Protocol. The consultant will work closely with the Ozone Unit of the Ministry of Environment of Chile, which is implementing activities to promote behavioral change among key decision-makers in the refrigeration and air conditioning (RAC) sector. The role involves conducting audience studies, developing communication strategies, and implementing multi-channel awareness campaigns to promote sustainable refrigerants and best practices. The consultant will also be responsible for monitoring and evaluating the impact of these communication efforts, ensuring that the Ozone Unit is positioned as a national reference in HFC reduction and sustainable practices. This position is home-based and expected to last for eight months, requiring a proactive approach to stakeholder engagement and communication strategy development.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks under the supervision of the Ozone Unit of the Ministry of Environment of Chile, including: conducting an audience study to categorize stakeholders involved in HFC management; developing tailored key messages and a unifying communication concept based on audience analysis; supporting the design and implementation of a multi-channel awareness campaign on HFCs and sustainable alternatives; proposing a brand positioning strategy to enhance the visibility of the Ozone Unit; designing tools and indicators for monitoring and evaluating communication actions; preparing periodic progress reports every two months; delivering a final evaluation report summarizing activities and results; and participating in regular coordination meetings with the Ozone Unit to ensure timely submission of deliverables.

Required Qualifications:
Candidates must possess a master's degree in journalism, communications, marketing, or a related field. Alternatively, a bachelor's degree combined with two qualifying years of experience may be accepted in lieu of the master's degree. A minimum of five years of progressively responsible experience in communications, journalism, or marketing is required, with proven expertise in behavior-focused and institutional communication campaigns. Experience in the diffusion of Montreal Protocol initiatives is also necessary, along with a demonstrated ability to design and implement awareness strategies and multi-channel campaigns. At least one verifiable course in marketing and brand positioning is required, and familiarity with environmental issues, ozone protection, and climate change is desirable. Candidates should also have demonstrated skills in stakeholder engagement and collaboration with multidisciplinary teams.

Educational Background:
The educational background required for this position includes a master's degree in journalism, communications, marketing, or a related subject. In cases where candidates hold a bachelor's degree, they must also have two qualifying years of relevant experience to be considered. This educational foundation is crucial for understanding the complexities of communication strategies and marketing within the context of environmental issues and international agreements.

Experience:
Candidates should have a minimum of five years of progressively responsible experience in communications, journalism, or marketing. This experience must include proven expertise in behavior-focused and institutional communication campaigns, as well as familiarity with the Montreal Protocol initiatives. Experience in designing and implementing awareness strategies, brand positioning, and multi-channel campaigns is essential. Additionally, experience in the refrigeration and air conditioning (RAC) sector, ozone protection, climate change, or other environmental issues is highly desirable, as it will enhance the consultant's ability to engage effectively with stakeholders and develop relevant communication strategies.

Languages:
Fluency in oral and written Spanish is required for this position, as it is essential for effective communication with stakeholders in Chile. Knowledge of other UN languages is considered desirable, as it may facilitate broader engagement and collaboration with international partners and stakeholders.
