Job Overview: The Mitigation Data Management Expert will play a pivotal role in supporting the implementation of the Initiative for Climate Action Transparency (ICAT) in Cuba. This position requires close collaboration with the National ICAT leading coordinator and other national technical consultants to ensure the successful completion of project outputs and the submission of technical deliverables as outlined in the work plan. The expert will provide technical input as needed to complete the deliverables of the project, which include developing proposals for monitoring and reporting on Nationally Determined Contributions (NDCs) and enhancing the country's transparency framework. The expert will be responsible for preparing background analyses, coordinating workshops with stakeholders, and developing technical proposals that define the data and information required for effective monitoring and reporting of climate actions. This role is crucial for advancing Cuba's climate transparency efforts and ensuring compliance with international commitments under the Paris Agreement.
Duties and Responsibilities: The duties and responsibilities of the Mitigation Data Management Expert include:
Collaborating with CUBAENERGIA and UNEP-CCC to prepare a background analysis for a technical proposal that enables tracking and reporting of NDC 3.0 and additional measures through 204
Coordinating workshops with relevant stakeholders to identify indicators, data, information, and institutional arrangements necessary for monitoring and reporting of Policies and Measures (PAMs).
Developing a technical proposal detailing the data and information required for monitoring and reporting each PAM.
Creating a technical proposal for the required metadata formats for the national statistical system, along with institutional arrangements for data collection, analysis, archiving, and reporting.
Presenting technical proposals at workshops with stakeholders and authorities, gathering feedback and inputs for refining the monitoring and reporting processes.
Finalizing the technical proposals based on stakeholder feedback and presenting the conclusions to CUBAENERGIA, integrating final comments from relevant authorities.
Ensuring that all deliverables are completed and submitted in compliance with the project timeline, with a review and approval process managed by the UNEP CCC Project Coordinator.
Required Qualifications: The position requires a minimum of 4 years of relevant experience with a Bachelor's degree, preferably focused on climate change or a related field, or a minimum of 2 years of relevant work experience with a Master's degree. Candidates should have more than 5 years of practical experience in climate change topics, specifically in mitigation and Monitoring, Reporting, and Verification (MRV) systems under the Enhanced Transparency Framework (ETF) of the Paris Agreement. Knowledge in national data and information management systems, national legal and institutional frameworks regarding climate, and the ETF is essential. Experience in formulating and/or tracking Nationally Determined Contributions (NDCs) and reporting to the UNFCCC is also required. Proven consultancy experience and a general understanding of PAMs, including their formulation and reporting methodologies, are necessary for this role.
Educational Background: Candidates must possess at least a Bachelor's degree in a relevant field, such as environmental science, climate change, or a related discipline. A Master's degree is preferred and may substitute for some of the required experience. The educational background should provide a solid foundation in climate science, environmental policy, and data management, equipping the candidate with the necessary skills to effectively contribute to the ICAT project in Cuba.
Experience: The ideal candidate should have a minimum of 4 years of relevant experience in climate change, with a focus on mitigation strategies and data management systems. Alternatively, candidates with a Master's degree may qualify with 2 years of relevant experience. Extensive experience (more than 5 years) in climate change topics, particularly in relation to the Enhanced Transparency Framework (ETF) of the Paris Agreement, is highly desirable. Experience in consultancy roles, particularly in the context of climate action and reporting, is also beneficial.
Languages: Fluency in English (both spoken and written) is mandatory for this position, as is fluency in Spanish (both spoken and written). Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of technical documents and reports.
Additional Notes: This consultancy position is part-time and expected to last for 3 months. The role is remote, allowing for flexibility in work arrangements.
