CCAC AQMx Non-Road Machinery and Stationary Engines Expert

The Climate and Clean Air Coalition (CCAC) is a unique partnership convened by the United Nations Environment Programme (UNEP) that includes governments, intergovernmental organizations, and representatives from the private sector and civil society. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The CCAC operates globally, with a mission to mobilize partnerships and resources to improve air quality and combat climate change. As of October 2023, the CCAC is also providing secretariat services to the Global Methane Pledge, further expanding its impact and reach. The CCAC launched the “Clean Air Flagship” initiative for the period 2024 to 2026, aiming to enhance air quality and public health while addressing climate change. The UNEP hosts the CCAC Secretariat at its Industry & Economy Division in Paris, France, and the coalition is actively involved in developing tools and resources to support governments and stakeholders in achieving cleaner air and sustainable development.

Job Overview:
The CCAC AQMx Non-Road Machinery and Stationary Engines Expert will be responsible for drafting a comprehensive Sectoral Guidance paper of approximately 8,000 words. This document will serve as a critical resource for stakeholders involved in the design and implementation of clean Non-Road Machinery and Stationary Engines programs. The expert will identify at least 30 supporting resources, including reports, scientific publications, databases, and tools, to be included in the AQMx Resource Exchange Library. The guidance will provide actionable recommendations and highlight successful case studies that can be replicated and scaled up in various contexts, particularly in Low- and Middle-Income Countries. The role requires collaboration with various stakeholders, including governments and researchers, to ensure that the findings are accurate and grounded in the latest knowledge and research in the sector. The expert will also be expected to conduct consultations with relevant parties to gather input and feedback on the guidance, ensuring that it meets the needs of its users and aligns with the goals of the CCAC.

Duties and Responsibilities:

• Develop a Sectoral Guidance paper on clean Non-Road Machinery and Stationary Engines, providing concrete and actionable guidance to AQMx users.
• Conduct consultations with the CCAC Heavy-Duty Vehicles and Engines Hub, the CCAC Clean Air Task Team, and the AQMx Technical Advisory Group to gather inputs and comments on the Sectoral Guidance.
• Identify a minimum of 30 relevant resources, including reports, scientific publications, databases, and tools, to be approved by the Secretariat team for upload to the AQMx Resource Exchange Library.
• Collaborate closely with the Secretariat Team to deliver the Sectoral Guidance and prepare launch materials, including a PowerPoint presentation and key messages.
• Provide an overview of the health, climate, ecosystem, agricultural, and other impacts of Non-Road Vehicles and Stationary Engines.
• List the types of data or information needed to support action on Non-Road Machinery and Stationary Engines and identify sources for this information.
• Break down the design, implementation, enforcement, monitoring, and evaluation of improved Non-Road Machinery and Stationary Engines into actionable steps.
• Investigate relevant business models and financing options available to national and/or local authorities.
• Consider socio-economic equity, gender, and the inclusion of vulnerable groups in the guidance. 1
• Highlight successful initiatives, best practices, and case studies in clean Non-Road Machinery and Stationary Engines.

Required Qualifications:
- A Master's-level university degree in engineering, agronomy, environmental management, technology, sciences, economics, or a related field. - A minimum of 5 years of professional and/or scientific experience related to Non-Road Vehicles and Stationary Engines, as documented in the CV. - At least 5 years of experience in research or practical implementation of clean Non-Road Vehicles and Stationary Engines in collaboration with governments and implementers. - Demonstrated experience with business models for clean Non-Road Vehicles and Stationary Engines through direct project engagement. - Proven experience in preparing reports on Non-Road Vehicles and Stationary Engines, with a reference to at least one report authored or co-authored in the last 3 years. - Experience in preparing and delivering presentations. - Expertise in Non-Road Vehicles and Stationary Engines. - Experience working in developing countries and understanding a range of country contexts. - Ability to produce clear, accessible, and concise scientific and technical reports for policymakers.

Educational Background:
Candidates must possess a Master's-level university degree in a relevant field such as engineering, agronomy, environmental management, technology, sciences, or economics. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the development of the Sectoral Guidance on clean Non-Road Machinery and Stationary Engines.

Experience:
The position requires a minimum of 5 years of professional and/or scientific experience specifically related to Non-Road Vehicles and Stationary Engines. This experience should be well-documented in the candidate's CV and should demonstrate a strong understanding of the technical and policy aspects of clean Non-Road Vehicles. Additionally, candidates should have at least 5 years of experience in research or practical implementation of clean Non-Road Vehicles and Stationary Engines, particularly in projects that involve collaboration with governments and implementers.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Candidates should be able to communicate effectively in English, as it is the primary language of the work environment. Knowledge of additional UN official languages is considered an asset and may enhance a candidate's qualifications.
