With approximately 400-500 ongoing projects at any given moment, OzonAction provides technical and policy services to 147 Article 5 countries to help them meet compliance targets of the Montreal Protocol and its Kigali Amendment. The branch has seen an increased workload associated with implementing partner due diligence reviews, risk monitoring, audit follow-up, and partner documentation management, necessitating the engagement of an Individual Contractor to support these functions.

Job Overview:
The Individual Contractor will play a crucial role in strengthening the monitoring and oversight of OzonAction implementing partners. This position involves conducting timely due diligence reviews, proactive risk management, and systematic follow-up of audit requirements. The contractor will maintain complete and up-to-date partner records in corporate systems, ensuring compliance with UNEP policies and procedures. The role also includes supporting OzonAction regional teams in meeting monitoring and reporting requirements, thereby contributing to operational continuity, strengthening portfolio oversight, and improving accountability. The contractor will be responsible for ensuring that partner-related risks are promptly identified and communicated for appropriate action, thus enhancing the overall effectiveness of OzonAction's global implementing partner portfolio.

Duties and Responsibilities:
The contractor will undertake various assignments under the supervision of the OzonAction Finance and Budget Officer and in close coordination with OzonAction regional networks. Key responsibilities include:
  • Implementing Partner Due Diligence Monitoring: Reviewing the due diligence status of partners, monitoring validity periods, supporting consistent application of due diligence requirements, and assisting in the development of the Implementing Partner Risk Monitoring Framework.
  • Partner Documentation and Corporate Systems Support: Reviewing partner records in the UNEP Partner Portal, ensuring documentation is current and compliant, and maintaining monitoring trackers related to compliance requirements.
  • Audit and Compliance Follow-Up: Monitoring outstanding audit reports, liaising with regional teams for timely submissions, and maintaining consolidated records of audit status.
  • Partner Risk Monitoring: Monitoring risk ratings, identifying high-risk partners, and coordinating with other UNEP divisions regarding shared partners.
  • IPMR and Performance Reporting Support: Monitoring reporting deadlines, reviewing supporting documentation, and preparing periodic monitoring reports for regional networks.
  • Other Duties: Contributing to the improvement of tools and processes related to partner monitoring and reporting, and performing other related duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. Formal technical training in data analytics, business intelligence, or data science is desirable. A minimum of five years of progressively responsible experience in project monitoring, programme management, finance, reporting, or partner management is required. This experience requirement is reduced by two years for candidates with a first-level University degree. Experience with implementing partner management, compliance monitoring, risk management, or project oversight within the United Nations system is essential. Proficiency in the use of Enterprise Resource Planning and business intelligence tools, such as SAP Umoja, is required. Familiarity with the financial policies and processes of the United Nations Common System or similar international organizations is desirable. Experience in supporting donor-funded programmes and portfolio reporting is an advantage, as is one year or more of experience in data analytics or a related area.
