Job Overview: The position of Adjoint(e) Principal (e) au Programme -- Action climat at WFP involves a significant level of responsibility in the technical planning, implementation, and coordination of climate action initiatives. The role requires a deep understanding of the program/project context and the ability to apply a range of guidelines and practices effectively. The incumbent will independently manage a wide array of specialized activities that support program or policy objectives and may participate in analytical work. The work performed in this role has a substantial impact on other parts of the program, necessitating initiative in identifying and resolving a broad range of issues and managing unforeseen situations. The incumbent will act as a technical focal point with other WFP units, such as emergency interventions, social protection, vulnerability assessment and analysis, and monitoring and evaluation. The position is crucial for implementing, monitoring, and coordinating activities related to anticipatory action and disaster risk financing, particularly through macro-insurance, and will play a key role in integrating these approaches within WFP programs and strengthening the capacities of governmental and humanitarian partners.
Duties and Responsibilities: The Senior Associate will undertake various tasks under the supervision of the team leader, including: contributing to the implementation and strengthening of WFP's climate action strategy (Anticipate, Restore, Protect, Transform), ensuring the integration of anticipatory action and disaster risk financing (macro-insurance) into WFP programs and national institutional frameworks; supporting the implementation of anticipatory action and macro-insurance projects in targeted departments, coordinating with national authorities, local governments, and humanitarian partners; enhancing the capacities of key stakeholders, including internal WFP units, government partners, and civil society organizations, to ensure better ownership of anticipatory action and climate risk management approaches; facilitating the country's access to climate financing by supporting project development for the Green Climate Fund (GCF) and the Adaptation Fund, in collaboration with partners and the National Designated Authority (NDA) within the Ministry of Environment; ensuring compliance with WFP's environmental and social standards, aligning them with national frameworks and best international practices; strengthening strategic partnerships with key ministries (Agriculture, Environment), UN agencies, donors, and the private sector, including managing collaboration agreements (MoU, LoU, FLA); training the WFP team (particularly the program unit and sub-offices) to ensure a good understanding and technical capacity in climate action and its pillars (Anticipate, Restore, Protect, Transform); contributing to the design and revision of project proposals, ensuring that climate change adaptation and risk resilience are fully integrated; producing analytical reports and strategic notes to support decision-making and ensure effective communication with stakeholders.
Required Qualifications: Candidates must possess a bachelor's degree with experience and training in one or more of the following disciplines: climate change adaptation, environmental studies or sustainability, agriculture and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, development, or similar fields. Proven experience or studies in climate, climate risk, meteorology, risk analysis, and communication for behavior change will be valuable for providing appropriate support to the Country Team. Additionally, candidates should have a good understanding of project cycles, program management, humanitarian principles and tools, and transfer modalities. Knowledge and experience with institutional partners in Haiti (such as the Ministry of Agriculture, Environment, DGPC, UHM, MEF) are essential. Proven experience in managing agreements and cooperation with various partners and stakeholders is also required. Candidates must demonstrate the ability to explain projects and operations to counterparts and communicate clearly and effectively with the government and partners, both orally and in writing. They should be capable of translating an understanding of program principles into relevant, effective, and context-appropriate approaches. A general knowledge of the policies, rules, regulations, and procedures of the United Nations system is also necessary.
Educational Background: A bachelor's degree is required, with additional training or coursework in relevant fields such as climate change adaptation, environmental studies, sustainability, agriculture, food security, or development. This educational background is essential for understanding the complexities of climate action and its integration into humanitarian efforts.
Experience: Candidates should have a minimum of three years of professional experience in the fields mentioned above. This experience should demonstrate a solid understanding of project management, program cycles, and the ability to work effectively with various stakeholders in a humanitarian context.
Languages: Excellent proficiency in French and Creole (written, spoken, and read) is mandatory. Knowledge of English is also required, which will enhance communication with international partners and stakeholders.
Additional Notes: This position is a Service Contract (SC7) based in Port-au-Prince, Haiti, with a duration of 12 months. The role is full-time, and candidates must be of Haitian nationality.
