Job Overview:
The National Professional Officer (Safety and Security) position is crucial for supporting the security aspects of FAO's operations in Dhaka, Bangladesh. This role involves providing operational support and advice to the FAO Representative on safety and security matters, ensuring the integrity of FAO premises, assets, and personnel. The officer will work closely with the Chief Security Adviser and the Regional Security Adviser to monitor and implement security measures, assess security risks, and develop contingency plans. The position requires a proactive approach to identifying and mitigating security threats, conducting training for personnel, and maintaining up-to-date security information. The officer will also be responsible for liaising with national security agencies and participating in United Nations Security Management Team meetings, ensuring that FAO's security protocols are adhered to and that personnel are well-informed about safety procedures.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer (Safety and Security) include:
  • Collaborating with the Field Security Unit at headquarters to advise the FAO Representative on safety and security measures for personnel, premises, and assets.
  • Monitoring and implementing technical security measures as outlined in the Area Security Plan and Security Risk Management documents.
  • Conducting security risk assessments for the Country Office and sub-offices, providing independent analysis of emerging security threats.
  • Preparing and disseminating periodical situation reports on the security situation to the FAO Representative and Field Security Unit.
  • Developing and implementing Contingency Plans and Standard Operating Procedures for the Country Office and sub-offices.
  • Conducting training and briefings on safety and security procedures for FAO personnel.
  • Reporting security incidents systematically to the FAO Representative and Field Security Unit.
  • Assisting in periodic security assessments of FAO premises and equipment, providing recommendations for improvements.
  • Supporting the selection and procurement of security equipment and infrastructure. 1
  • Ensuring FAO's participation in United Nations Security Management Team meetings and liaising with relevant law enforcement authorities. 1
  • Undertaking missions to program sites to assess local security conditions and advising personnel on potential security issues. 1
  • Supporting the planning and coordination of mandatory safety drills in FAO premises. 1
  • Managing security equipment and personnel, including training and performance evaluation of security contractors and guards.

Required Qualifications:
Candidates must meet the following minimum requirements:
  • Be a national of the country of assignment (Bangladesh).
  • Hold an advanced university degree in risk or emergency management, social/political science, military science, public administration, law enforcement, law, or a related area.
  • Have at least one year of relevant professional experience in risk management and/or safety and security service in a national security and/or military setting.
  • Possess a working knowledge (proficiency - level C) of English and the local language.

Educational Background:
The educational background required for this position includes an advanced university degree in fields related to risk or emergency management, social or political science, military science, public administration, law enforcement, law, or other relevant areas. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to effectively manage safety and security operations within the FAO framework.

Experience:
The position requires candidates to have at least one year of relevant professional experience in risk management and/or safety and security services, particularly in a national security and/or military context.
