Job Overview: The SGP Country Programme Manager will oversee the implementation of the Global Environment Facility’s Small Grants Programme in Malaysia, focusing on effective technical, financial, and operational management. The role involves building and leading a competent SGP Country Programme team, fostering teamwork, and collaborating with the National Steering Committee and UNDP Country Office. The manager will mobilize resources, establish partnerships, and facilitate knowledge management to enhance the effectiveness of the SGP initiatives. The position requires a strategic approach to program development and management, ensuring alignment with national environmental priorities and the Sustainable Development Goals (SDGs). The incumbent will also be responsible for monitoring and evaluating the program's impact and ensuring compliance with UNOPS and SGP operational procedures.
Duties and Responsibilities: The duties and responsibilities of the SGP Country Programme Manager include:
Technical and Operational Management: Oversee the effective management of the SGP portfolio, ensuring adherence to operational standards and financial integrity.
Team Leadership: Supervise and guide the SGP Country Programme team, promoting teamwork and collaboration with stakeholders.
Program Development: Formulate and implement the Country Programme Strategy, manage grant allocations, and ensure quality control over project development.
Resource Mobilization: Develop and implement strategies to mobilize resources and establish partnerships with donors and development partners.
Knowledge Management: Document lessons learned and best practices, facilitating knowledge exchange among stakeholders.
Administrative Tasks: Coordinate procurement and travel arrangements in compliance with SGP SOPs.
Required Qualifications: Candidates must possess strong managerial skills, including excellent teamwork, people management, and interpersonal abilities. They should demonstrate analytical, writing, and communication skills, along with negotiation and problem-solving capabilities. Familiarity with environmental and development work, particularly in program management, is essential. Candidates should also have a proven track record of building partnerships and mobilizing resources effectively.
Educational Background: An advanced university degree (Master’s or equivalent) in environment or natural resource management, environmental economics, development, business administration, or a related discipline is required. Alternatively, a first-level university degree (Bachelor’s or equivalent) with relevant experience may be considered. Candidates with no prior experience in UN or UNOPS are strongly encouraged to apply, promoting inclusivity and diversity in the recruitment process.
Experience: Relevant experience is defined as work in the environment and development sectors, particularly in program management. Candidates should have specialized experience in GEF-SGP thematic areas at the national level, demonstrating their capability to manage complex projects effectively. The role requires a minimum of two years of relevant experience for those with a Master's degree or four years for those with a Bachelor's degree.
Languages: Fluency in the official national language (Malay) and English is required. Knowledge of other UN languages is considered an asset, enhancing communication and collaboration in a diverse work environment.
Additional Notes: This position is a local Individual Contractor Agreement (L-ICA 9) with a contract duration until June 30, 2025, subject to renewal based on funding availability and satisfactory performance. The role is open only to Malaysian nationals or those with valid work permits, as UNOPS does not facilitate visa arrangements.
