The Austria Multi-Country Office (AUMCO) is part of the UNOPS Europe and Central Asia Region (ECR). Established to enable the achievement of Agenda 2030 and the Paris Agreement, AUMCO focuses on global programs and tailored interventions in the Balkans, South Caucasus, and Central Asia. The organization emphasizes Infrastructure, Procurement, Project Management, HR and Transactional Services, Grants Management, and Technical and Advisory Services. The UNOPS Uzbekistan Office, established in Tashkent in October 2022, supports the Government of Uzbekistan’s development efforts through effective project management, infrastructure, and procurement services. Currently, the office is engaged in three projects contributing to Sustainable Development Goal 3 (Good Health and Wellbeing), collaborating with the Government of Uzbekistan and development partners to align with the country's development priorities, including education.

Job Overview:
The Senior Associate Construction Management Engineer will report to the Lead Construction Management Engineer and is expected to provide technical expertise and apply best practices in project implementation. The role involves supporting the management of construction activities, ensuring that projects are completed on time and meet quality standards as per contractual obligations. The engineer will monitor construction progress, assist in resolving site issues, and ensure compliance with health, safety, and environmental regulations. The position also requires coordination with design consultants and maintaining project documentation, including progress reports and safety inspections. The engineer will play a crucial role in the successful delivery of infrastructure projects aimed at improving healthcare services in Uzbekistan, particularly in the Kashkadarya Region, where new hospitals are being constructed as part of the government’s healthcare reform agenda.

Duties and Responsibilities:
  • Support construction management by supervising daily activities, monitoring progress, and managing work activities.
  • Communicate potential delays or cost overruns and ensure construction is completed on time and to quality standards.
  • Verify that work aligns with technical specifications and assist in resolving site problems.
  • Assess contractor work activities and recommend payments based on completed work.
  • Prepare risk assessments and ensure compliance with health, safety, and social environment standards.
  • Support design management processes and coordinate with design consultants.
  • Maintain project documentation, including payment and variation registers.
  • Provide weekly and monthly reports on project matters, including quality and financial issues.
  • Collaborate with stakeholders and manage the team of Associate Engineers/Architects. 1
  • Contribute to knowledge sharing and capacity building of local contractors.

Required Qualifications:
Candidates must possess a secondary school diploma with at least seven years of relevant experience in project engineering and building construction management. A first-level university degree in a related field with three years of experience or an advanced degree with one year of experience is preferred. A Technical Supervisor Certificate from the Government of Uzbekistan is a strong advantage, along with additional certifications in relevant subjects. Knowledge of CAD software and MS Project is required, and experience in full-time site management is highly desirable. Familiarity with the UN system is also beneficial.

Educational Background:
The educational requirements include a secondary school diploma with a minimum of seven years of relevant experience, or a first-level university degree in a related field with three years of experience, or an advanced university degree in Project Engineering, Architecture, or Construction Management with one year of experience. Experience:
Candidates should have a minimum of seven years of relevant experience in project engineering and building construction management. This experience must include at least one year of implementing works under complex quality, safety, and environmental management plans. Experience in site management and familiarity with CAD software are essential, while experience in the UN system is desirable.

Languages:
Intermediate English is required, along with fluency in either Uzbek or Russian. Fluency in both languages is considered an asset, as effective communication is crucial for the role.
