Job Overview: The Principal/Senior Project Officer (Energy) position is a critical role within the Energy Sector Office of the Asian Development Bank (ADB). This position is strategically assigned to the India Resident Mission (INRM) within the South Asia Department (SARD) and is based in New Delhi, India. The successful candidate will report to designated Technical International Staff and will oversee junior team members. The role involves leading and co-leading various activities related to loan, grant, and Technical Assistance (TA) processing and administration, as well as portfolio management and sector work focused on energy and related sectors. The Principal/Senior Project Officer will be responsible for project processing, administration, monitoring, and knowledge management, ensuring alignment with sector priorities. This position requires a proactive approach to managing projects and fostering collaboration among team members and stakeholders to achieve successful outcomes in energy sector initiatives.
Duties and Responsibilities: The duties and responsibilities of the Principal/Senior Project Officer (Energy) include leading and co-leading portfolio management activities, which involve developing and maintaining a database of key performance indicators and project administration issues. The officer will prepare and clear consolidated analytical portfolio management reports, oversee sector portfolio performance, and provide guidance to team members. Responsibilities also include coordinating with project administration teams, conducting analysis and review missions, and ensuring quality in project performance assessments. The officer will monitor and review project administration workloads, address red flags, and ensure compliance with ADB's procurement policies. Additionally, the role involves supporting the integration of Environmental and Social Framework (ESF) requirements, mentoring junior staff, and participating in project inception and review missions. The officer will also lead the preparation of annual portfolio management programs and monitor budget utilization to ensure effective resource use.
Required Qualifications: Candidates for the Principal/Senior Project Officer (Energy) position must possess a Bachelor's degree or equivalent in engineering, economics, or related disciplines, with a preference for a Master's degree or equivalent. A minimum of 8 years of relevant professional experience in project implementation is required, along with at least 4 years of supervisory experience.
