Job Overview: The Gender Expert will play a pivotal role in ensuring that gender considerations are integrated into Early Warning Systems (EWS) and disaster risk management activities. This position involves tracking gender-specific indicators and assessing progress towards achieving gender equality within the framework of the project titled 'Enhancing Early Warning Systems to build greater resilience to hydro-meteorological hazards in Timor-Leste.' The Gender Expert will be responsible for mainstreaming gender throughout the project, addressing gender concerns, preventing the reinforcement of existing gender inequalities, and enhancing resilience to climate change for the entire population of Timor-Leste. The project, approved by the Green Climate Fund Board in October 2021, has a total budget of USD 21.7 million and aims to benefit approximately 1.03 million people, which is about 80% of the population, while contributing to various Sustainable Development Goals (SDGs) and the Paris Agreement.
Duties and Responsibilities: The Gender Expert will be responsible for a comprehensive set of duties, including:
Gender Mainstreaming: Providing expert advisory services on gender aspects of the project, ensuring compliance with GCF Gender Policy and UNEP Gender Strategy, leading the implementation of the Gender Action Plan, and ensuring participatory approaches in gender mainstreaming.
Technical Assistance, Documentation, and Reporting: Contributing to gender-related activities, documenting best practices, ensuring gender-disaggregated data collection, and generating reports on gender-specific indicators.
Gender-sensitive Communication and Capacity Building: Revising communication materials to be gender-sensitive, conducting stakeholder consultations, and providing training on gender-responsive actions.
Gender Safeguards: Integrating gender perspectives into the Environmental and Social Action Plan, promoting safe referral pathways for GBV survivors, and ensuring understanding of GBV principles among all actors.
Coordination and Knowledge Sharing: Acting as the focal point for gender-related issues, coordinating gender initiatives, and sharing lessons learned with UNEP HQ and other stakeholders.
Required Qualifications: Candidates must possess a minimum advanced university degree (Master’s or equivalent) in social or environmental sciences or a relevant discipline, preferably with a specialization in gender management. Alternatively, a first university degree (Bachelor’s or equivalent) in the aforementioned fields, combined with two additional years of relevant experience, may be considered in lieu of an advanced degree. Additionally, candidates should have a minimum of 5 years of practical experience in gender equality and gender mainstreaming, formal training in gender analysis, and demonstrated expertise in mainstreaming gender in projects and programs. Familiarity with gender analysis tools and methodologies, strong communication skills, and experience working with government institutions and international organizations are also desirable.

Additional Notes: The contract type is a Local ICA Contract at level ICS 10 / LICA-10, with a duration of 12 months, subject to organizational requirements, availability of funds, and satisfactory performance.
