The UNODC, established in 1997, aims to assist member states in their struggle against illicit drugs and international crime. Job Overview: The Chief, Services for Member States is a senior leadership role responsible for overseeing the delivery of IT services to member states, ensuring that solutions are sustainable, cost-effective, and aligned with the strategic objectives of the UNODC. The role involves managing the entire application development lifecycle, from planning and conceptualization to deployment and maintenance, with a strong emphasis on information security. The Chief will work closely with various stakeholders, including government agencies, donors, and internal teams, to ensure that the IT solutions provided meet the evolving needs of member states. This position requires a strategic mindset, as the Chief will advocate for innovative practices and engage with various UNODC areas to ensure alignment with ITS policies and objectives.
Duties and Responsibilities: The Chief, Services for Member States will be responsible for a wide range of duties, including: planning and coordinating IT projects for member states; overseeing the development and deployment of software solutions; managing the portfolio of software products; coordinating negotiations with government agencies; identifying needs for new systems; advocating for sustainable practices; advising on the ITS strategy; establishing relationships with key stakeholders; providing expert advice on systems analysis; managing budgets and financial plans; tracking project progress; supervising and mentoring staff; preparing technical documentation; overseeing Service Level Agreements; leading data analysis efforts; and participating in inter-governmental committees. The Chief will also perform other work-related duties as required, ensuring that all projects are delivered on time and meet quality standards.
Required Qualifications: Candidates must possess a broad knowledge of systems design, development, and management of complex information systems. They should demonstrate intellectual leadership and the ability to integrate knowledge with strategic objectives. Strong negotiation skills, adaptability to changing priorities, and the ability to analyze and interpret data are essential. Candidates should also have a commitment to gender perspectives and equal participation in all areas of work. Professionalism, communication skills, technological awareness, trust-building, and sound judgment are critical competencies for this role.
Educational Background: An advanced university degree (Master’s degree or equivalent) in computer or information systems, management, mathematics, statistics, or a related area is required. A first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of an advanced degree. Certifications such as ITIL4 and Prince2 are desirable, along with additional qualifications in project management or data analytics.
Experience: Candidates must have a minimum of ten years of progressively responsible professional experience in information management systems and enterprise resource planning systems. At least five years of experience managing initiatives requiring partnerships in complex environments is required, along with two years of experience supervising ICT teams of twenty or more people. Experience in managing Service Level Agreements and leading ICT aspects of anti-money laundering and law enforcement solutions is also necessary. Familiarity with software development life cycles and data analytics is desirable.
Languages: Fluency in English is required for this position, while fluency in French is desirable. Knowledge of another United Nations official language is considered an advantage, reflecting the multilingual environment of the UN.
Additional Notes: This position is financed from extra-budgetary resources, and the initial appointment will be for a period of one year, subject to funding availability. The extension of the appointment is contingent upon the extension of the mandate and/or availability of funds.
