Job Overview:
The International Consultant - Evaluation Team Leader will be responsible for leading an evaluation process that captures the perspectives of various stakeholders while adhering to the United Nations Evaluation Group (UNEG) Evaluation Report Standards. The consultant will oversee the data gathering phase, ensuring that methods align with the evaluation criteria and questions outlined in the evaluation matrix. Key deliverables include an inception report detailing the evaluation approach, preliminary findings, and the final evaluation report, which must not exceed 60 pages. The consultant will also present key findings and recommendations to the Evaluation Manager and the United Nations Country Team (UNCT) in Albania. This role requires the consultant to possess their own technical equipment to complete the assignment, and all produced documents will remain confidential, with distribution rights held solely by the UN Country Team in Albania.

Duties and Responsibilities:
The Evaluation Team will consist of independent external consultants, including one international Evaluation Team Leader and one national evaluation specialist. The Team Leader will manage the evaluation process, ensuring timely communication with the Evaluation Manager and addressing any challenges encountered. Responsibilities include developing the inception report, conducting research and analysis of relevant documentation, coordinating team tasks, overseeing data collection and analysis, drafting evaluation reports, and preparing for meetings with stakeholders to review findings. The Team Leader will also regularly update stakeholders on evaluation progress and finalize the report based on feedback received during the quality assurance process. Ultimately, the Team Leader will deliver and present the final evaluation report, ensuring it meets the required standards.

Required Qualifications:
Candidates must possess a master's degree in a relevant field such as international development, economics, political science, governance, or social sciences. A minimum of 10 years of experience in evaluating UN or other international organizations' strategic documents is required, with a focus on gender-responsive evaluations and gender analysis. Knowledge of human rights issues, including forced displacement, and the ability to assess related problems in various dimensions is essential. Candidates should demonstrate the ability to integrate gender perspectives into evaluation reports, possess regional expertise in the Western Balkans, and have facilitation skills to manage diverse views in development contexts. Strong analytical and communication skills, along with experience in participatory approaches and organizational assessments, are also required.

Educational Background:
A master's degree in a relevant field such as international development, economics, political science, governance, or social sciences is mandatory for this position. This educational background is crucial for understanding the complexities of evaluation processes and the socio-political context in which the UN operates, particularly in Albania.

Experience:
Candidates should have at least 10 years of relevant working experience, particularly in the evaluation of strategic documents for UN agencies or other international organizations. This experience should include conducting gender-responsive evaluations and gender analysis, as well as familiarity with UN programming principles and practices. Proven experience as an evaluation team leader is essential, demonstrating the ability to lead and collaborate with other evaluation experts effectively.

Languages:
Fluency in English is required for this position, as it is one of the two working languages of the United Nations Secretariat. Proficiency in French is also beneficial, as it may enhance communication with various stakeholders and contribute to the overall effectiveness of the evaluation process.

The expected duration of this consultancy is up to 6 months. The consultant must possess their own laptop and technical equipment to complete the assignment. All documents produced during the consultancy will be treated as confidential, with distribution rights held solely by the UN.
