Job Overview: The National Consultant - Evaluation Specialist will play a crucial role in the evaluation of the UN's Country Framework (CF) in Albania. This position requires the consultant to ensure that the evaluation method captures the perspectives of various stakeholders while adhering to the United Nations Evaluation Group (UNEG) Evaluation Report Standards. The consultant will be responsible for structuring the data gathering phase, linking data collection methods to evaluation criteria and questions, and producing key deliverables such as the Inception Report, preliminary findings, and the final evaluation report. The consultant must possess their own technical equipment to complete the assignment, and all produced documents will be confidential, with distribution rights residing solely with the UN Country Team in Albania.
Duties and Responsibilities: The Evaluation Specialist will work as part of an evaluation team consisting of both international and national consultants. The primary responsibilities include: reviewing relevant documents, participating in the design of the evaluation methodology, conducting analysis of outcomes and outputs, carrying out fieldwork and data collection as per the Inception Report, drafting sections of the inception and evaluation reports, and assisting the Team Leader in finalizing the evaluation report. The consultant will also be expected to engage with stakeholders, conduct interviews, and ensure that the evaluation process is thorough and comprehensive, reflecting the local context and development issues in Albania.
Required Qualifications: Candidates must possess a master's degree in a relevant field such as international development, economics, political science, governance, or social sciences. A minimum of five years of relevant professional experience is required, with previous work experience with the UN being highly desirable. Strong data collection and analysis skills are essential, along with prior experience in working with multilateral agencies and gender-disaggregated data collection. Knowledge of UN programming principles, including leaving no one behind (LNOB), human rights, gender equality, and environmental sustainability, is crucial. The candidate should also demonstrate excellent time management, process management skills, and technical competence in conducting complex evaluations using mixed methods.
Educational Background: A master's degree in a relevant field is mandatory for this position. This educational background should ideally encompass areas such as international development, economics, political science, governance, or social sciences, which are pertinent to the evaluation of development programs and policies.
Experience: The position requires a minimum of five years of relevant professional experience. This experience should include work in evaluation, data collection, and analysis, particularly in contexts related to international development and UN programming. Previous experience working with multilateral agencies is highly desirable, as it demonstrates familiarity with the operational frameworks and principles of the UN.
Languages: Fluency in English and Albanian is required for this position, as these are the primary languages used in the evaluation process. Additionally, knowledge of French is beneficial, as it is one of the working languages of the United Nations Secretariat. Proficiency in these languages will facilitate effective communication with stakeholders and the production of evaluation reports.
