Job Overview: The Programme Specialist, Humanitarian Coordination and Gender-Based Violence (GBV) position is crucial for providing technical, operational, and coordination support to UNFPA’s Humanitarian Response and GBV in Emergencies programming in Myanmar. The Programme Specialist will represent UNFPA in various meetings and ensure effective coordination with partners and stakeholders.
Duties and Responsibilities: The incumbent will assume overall coordination for planning, implementing, and monitoring UNFPA’s humanitarian response, adapting to changing political and funding contexts in Myanmar. Responsibilities include identifying areas for intervention, collaborating with humanitarian agencies, overseeing the preparation of inputs for coordination meetings, conducting field visits to assess needs, and ensuring timely distribution of emergency kits. The role also involves coordinating the GBV components of UNFPA’s humanitarian response, providing technical support for capacity building, and developing guidelines for GBV case management. The Programme Specialist will lead the GBV Information Management System Task Force, coordinate multi-sectoral GBV Working Groups, and ensure integration of GBV and SRH into humanitarian interventions. Additionally, the incumbent will provide technical support for monitoring and evaluation, ensuring that programmatic goals are met and lessons learned are documented.
Required Qualifications: Candidates must possess an advanced university degree in Humanitarian Assistance, Gender Studies, Social Work, Public/Community Health, Law, or a related discipline. A minimum of 7 years of progressively responsible professional experience in GBV coordination, program management, and gender issues in development is required. Experience in humanitarian coordination, knowledge of international human rights standards, and familiarity with GBV-related policies and tools are essential. Candidates should demonstrate strong advocacy skills and experience in implementing gender and GBV-related policies at national and sub-national levels. Field experience in complex emergencies is considered an asset.
Educational Background: An advanced university degree in a relevant field such as Humanitarian Assistance, Gender Studies, Social Work, Public/Community Health, Law, or other related disciplines is required for this position. This educational background is essential to understand the complexities of humanitarian response and gender-based violence issues.
Experience: The position requires at least 7 years of relevant professional experience, including significant experience in GBV coordination and program management.
