The mission's primary objective is to support the Government of the DRC in protecting civilians and stabilizing the region by addressing the threats posed by armed groups and violence against civilians. The mission has been active in the DRC for over two decades and continues to adapt its strategies to meet the evolving challenges in the region.
Job Overview: The Monitoring and Evaluation Officer will work under the supervision of the Senior Gender Adviser and will be responsible for supporting the implementation of UN Security Council Resolutions on Women, Peace, and Security. This role involves guiding the mission's gender priorities and ensuring that gender considerations are integrated into all aspects of the mission's work. The officer will lead the knowledge management and data collection processes within the Gender Affairs Section, ensuring that gender-sensitive indicators and sex-disaggregated data are effectively utilized. The position requires collaboration with various mission components to craft gender analyses and monitor the implementation of gender markers. The officer will also contribute to the preparation of budgets and performance assessments related to gender initiatives, ensuring accountability and progress in gender-related objectives.
Supporting the implementation of UN Security Council Resolutions on Women, Peace, and Security.
Guiding the mission's adherence to DPO guidance on Gender in Peacekeeping Operations.
Advancing accountability for the mission's gender priorities and mainstreaming gender into all mission components.
Leading the knowledge management and data collection processes for the Gender Affairs Section.
Assisting mission components in crafting gender analyses and updating gender-sensitive indicators.
Providing technical support to Gender Affairs Officers in implementing gender markers.
Monitoring and analyzing benchmarks for improving gender markers.

Required Qualifications: Candidates must possess strong client orientation, communication skills, creativity, ethics, integrity, planning and organizing abilities, professionalism, respect for diversity, technological awareness, and teamwork skills. These competencies are essential for effectively carrying out the responsibilities of the Monitoring and Evaluation Officer.
Educational Background: A relevant educational background is required for this position, typically including a degree in social sciences, international relations, gender studies, or a related field. Advanced degrees may be preferred, and additional training in monitoring and evaluation methodologies would be advantageous.
Experience: Candidates should have a minimum of several years of professional experience in monitoring and evaluation, particularly in the context of gender issues and peacekeeping operations. Experience working with international organizations, especially in conflict or post-conflict settings, is highly desirable. Familiarity with UN processes and frameworks related to gender and peacekeeping will be beneficial.
Languages: Fluency in French is mandatory, as it is the primary working language in the DRC. Proficiency in English is also highly desirable. Knowledge of local languages such as Lingala, Kikongo, Tshiluba, and Swahili would be an asset, as it can facilitate communication and engagement with local communities.
Additional Notes: The assignment is with family in Kinshasa and is expected to last until June 30, 2025, with a possible extension until June 30, 2026, depending on funding availability and performance. The position is considered a family duty station, and living conditions in Kinshasa are relatively better compared to other regions in the DRC. However, candidates should be prepared for the challenges of living in a developing country, including potential security risks and limited access to amenities in remote areas. Vaccinations are mandatory for personnel entering the DRC, and malaria prophylaxis is recommended. The unit of currency is the Congolese Franc, with the US dollar also widely accepted.
