Job Overview: The Policy and Strategic Partnership Adviser plays a crucial role in providing policy, programmatic, and resource mobilization support to the UNFPA Regional Office. This position focuses on building partnerships with the ASEAN, Asian Development Bank (ADB), and other International Financial Institutions (IFIs) in Asia and the Pacific, particularly in relation to climate finance, sexual and reproductive health and rights (SRHR), gender-based violence (GBV), and population dynamics. The adviser will work closely with technical and program staff to develop and implement strategies that align with UNFPA's mission and goals, ensuring effective collaboration and resource mobilization. The role requires a strategic leader who can identify new opportunities for partnership growth and sustainability, while also addressing the challenges posed by the Covid-19 pandemic on women's and girls' access to health services.
Duties and Responsibilities: The Policy and Strategic Partnership Adviser will be responsible for several key activities, including: serving as the principal liaison for the ASEAN Secretariat and other relevant bodies; mapping priority areas of work between ASEAN and UNFPA; developing and implementing regional strategies for partnership engagement; preparing and supporting country offices during their chairmanship of ASEAN; providing timely advice and support to country offices in their engagements with ASEAN and ADB; coordinating technical inputs and ensuring quality assurance of documents; identifying opportunities for climate financing; and managing knowledge exchange with other country offices. The adviser will also carry out any additional duties as assigned by the Regional Director or Deputy Regional Director, ensuring that UNFPA's engagement with ASEAN and ADB is effective and impactful.
Required Qualifications: Candidates must possess an advanced university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. Additionally, candidates should have at least 10 years of progressively responsible professional experience in public administration and international development, with a minimum of 8 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Strong professionalism, the ability to build rapport, and a proven track record of achieving high-quality results are essential. Experience in advocacy and policy dialogue at both national and international levels is also required, along with strong time-management and organizational skills.
Educational Background: An advanced university degree is required, with a focus on relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, or Management. This educational background is critical for understanding the complexities of population dynamics and the various factors influencing sexual and reproductive health and rights.
Experience: Candidates should have a minimum of 10 years of professional experience in public administration and international development, with at least 8 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian contexts. Field experience is essential, particularly in developing, humanitarian, or crisis situations. The ability to discover new partnership opportunities and a commitment to the principles of the United Nations are also important.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages is considered desirable, as it can enhance communication and collaboration with diverse stakeholders in the international arena.
