Job Posting Organization:
The position is located within the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office for Coordination and Shared Services (OCSS), which directs and coordinates departmental efforts to ensure effective integration and management of both Departments. The DPPA focuses on international peace and security" style="border-bottom: 1px dotted #007bff !important;">security, engaging in conflict prevention, peacemaking, and sustaining peace, while the DPO serves as a center of excellence for peace operations, managing conflict and supporting peace in various countries. Job Overview:
The Human Resources Officer will play a critical role in managing human resources functions within the Executive Office. This position requires providing guidance to Directors and Service Chiefs on human resources requirements, ensuring compliance with rules and regulations, and implementing departmental decisions on personnel administration. The officer will be responsible for coordinating and monitoring human resources activities, including recruitment, onboarding, and staff administration. The role also involves preparing special reports, leading human resources projects, and staying updated on developments in human resources practices. The officer will work closely with client offices to identify vacancies, conduct interviews, and manage job offers, ensuring that recruitment processes are efficient and effective. Additionally, the officer will provide advice on entitlements, benefits, and career development, contributing to the overall performance management of staff.

Duties and Responsibilities:
The Human Resources Officer will have a wide range of responsibilities, including:
  • Providing guidance to Directors and Service Chiefs on human resources requirements and procedures.
  • Proposing and implementing departmental decisions on personnel administration issues.
  • Evaluating staffing needs and developing staffing plans.
  • Coordinating and monitoring human resources activities such as appointments, promotions, and separations.
  • Monitoring staffing tables and approving recruitment actions for military and police personnel.
  • Preparing special reports and leading human resources projects.
  • Identifying upcoming vacancies and coordinating with client offices.
  • Conducting interviews and managing job offers for selected candidates.
  • Supervising Human Resources Assistants in administrative transactions. 1
  • Advising on policies, regulations, and rules related to entitlements and benefits. 1
  • Providing performance management advice and conducting induction orientation for new staff. 1

Required Qualifications:
Candidates must possess a strong understanding of human resources policies and practices, with the ability to apply them effectively in an organizational setting. The officer should demonstrate professionalism, efficiency, and a commitment to achieving results. Strong planning and organizational skills are essential, along with a client-oriented approach to service delivery. The ability to analyze data and provide insights is also crucial for this role. Additionally, candidates should be able to work collaboratively with diverse teams and maintain productive partnerships with clients.

Educational Background:
An advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in human resources management, administration, or a related area is required. Candidates should have experience in monitoring and approving recruitment and selection processes, including offer management in relevant HR tools. Experience in overseeing HR benefits and entitlements, as well as using HR modules of an ERP system for complex HR analytics, is also necessary. Desirable experience includes managing recruitment actions for military and police personnel and working in an Executive Office or similar setting. Experience in data analytics is a plus.

Languages:
Fluency in English (both oral and written) is required for this position. Knowledge of another UN official language, such as French, is considered an advantage.

Additional Notes:
This position is financed by the Support Account for Peace Operations for an initial period of one year, with the possibility of renewal subject to availability of funds. Staff members are expected to adhere to the authority of the Secretary-General and may be assigned to various functions throughout their careers.
