Job Posting Organization:
The position is located in the Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS) at the United Nations Headquarters in New York. OIOS serves as the internal oversight body of the United Nations, assisting the Secretary-General in fulfilling oversight responsibilities regarding the resources and staff of the Organization. The IED focuses on conducting independent inspections and evaluations on behalf of the Secretary-General and Member States, aiming to assess the relevance, efficiency, effectiveness, and impact of Secretariat programmes. The role of IED is to ensure accountability of Secretariat programmes while fostering institutional learning and improvement through reflection on performance and results.

Job Overview:
The Evaluation Officer will serve as the team leader for evaluations conducted on various subprogrammes, mission components, programmes, and thematic cross-cutting topics within the United Nations Secretariat. This role involves reporting to the Chief of Section and the Director of OIOS-IED. The Evaluation Officer is expected to lead evaluation projects, ensuring that evaluations are impartial, independent, and credible, meeting professional standards. The position requires a strong focus on data collection and analysis, as well as the ability to present findings and recommendations effectively. The Evaluation Officer will also be responsible for coordinating budget-related activities and supporting the Division in enhancing the efficiency and effectiveness of the evaluation function.

Duties and Responsibilities:
The Evaluation Officer will lead evaluations by scoping, planning, designing, collecting, and analyzing data, as well as drafting reports for evaluation and inspection assignments. Responsibilities include leading evaluation teams, researching and analyzing data from diverse sources, developing evaluation designs, and drafting inception papers and terms of reference. The officer will also lead data collection efforts using qualitative and quantitative methods, participate in field missions, draft evaluation reports, and ensure quality standards for evaluations. Additionally, the Evaluation Officer will provide substantive support to the Director and Chief of Section, coordinate budget activities, and participate in follow-up evaluations by tracking recommendations and their implementation. The role also involves collecting and analyzing data to identify trends and providing insights through data visualization methods.

Required Qualifications:
Candidates must possess a strong knowledge of international standards and practices in evaluation, including respective methodologies. The Evaluation Officer should demonstrate the ability to propose strategic approaches to evaluations and have a solid understanding of the United Nations system evaluation standards. The role requires good judgment, initiative, creativity, and resourcefulness, along with the ability to ensure effective work structures to maximize productivity. Candidates should also exhibit professionalism, accountability, and a commitment to gender perspectives in their work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in Law, Business Administration, Social Sciences, Public Administration, Programme Evaluation, International Affairs, Economics, International Development, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in the evaluation of international projects and programmes is required. Candidates must have experience in leading evaluations and managing inspection and evaluation teams, as well as experience in qualitative and quantitative evaluation methodologies. Experience working in an international organization is desirable, and two or more years of experience in data analytics or a related area is also preferred.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is desirable, which may enhance the candidate's qualifications for the position.

This position is financed by the Support Account for Peacekeeping Operations and is initially for a period of one year, subject to budgetary approval and the availability of the post.
