Job Overview: The Country Director is a pivotal leadership role within the Danish Refugee Council, responsible for overseeing the organization's comprehensive approach to addressing displacement in Algeria, Libya, and Tunisia. The Country Director is accountable for all aspects of DRC's operations in the country, including program development, financial management, and organizational setup. Duties and Responsibilities: The Country Director's duties encompass a wide range of responsibilities, including:
Representation: Act as the primary representative of DRC to authorities, donors, partners, and various coordination forums, ensuring strong relationships with key stakeholders.
Direct Managerial Oversight: Manage the country operation and provide direct line management to senior staff, ensuring effective performance management and career development.
Fundraising and Advocacy: Lead donor engagement and fundraising efforts to grow the country portfolio, while implementing DRC's advocacy strategy at relevant forums.
Safety: Ensure overall accountability for security" style="border-bottom: 1px dotted #007bff !important;">security, developing and adhering to security procedures, and monitoring the security situation.
Support Services: Oversee the financial health of the organization, ensuring compliance with budget monitoring and financial management requirements.
Programme Development: Create an enabling environment for the development and implementation of robust program strategies aligned with DRC's regional and global frameworks.
Accountability and Quality: Ensure adherence to DRC's standard regulations and operational procedures, utilizing Program Cycle Management tools for quality programming.
Required Qualifications: Candidates must possess a minimum of eight years of management experience in emergency or development contexts, specifically as a country director or senior manager within a humanitarian or development organization. Additional qualifications include:
Extensive experience representing large organizations to donors and external partners.
Proven networking, advocacy, and coordination skills.
Experience managing staff in insecure or stressful environments.
Familiarity with conflict-related displacement issues.
Experience managing budgets and multiple donor contracts.
Strong background in donor contact, fundraising, and networking.
Preferred experience working in North Africa.
Proven leadership skills and competence in people management.
Excellent communication skills with various stakeholders. 1

Educational Background: The ideal candidate should have a relevant educational background, typically including a master's degree in international relations, humanitarian studies, development studies, or a related field. Experience: Candidates should have a minimum of eight years of relevant senior management experience in an international development organization, with a strong emphasis on emergency and development contexts. Experience in managing complex operations and leading teams in challenging environments is crucial for success in this role.
Languages: Fluency in English and French is mandatory for this position, as effective communication with diverse stakeholders is essential. Proficiency in Arabic is considered an additional asset, enhancing the ability to engage with local communities and authorities.

The salary and conditions will align with the Danish Refugee Council's Terms of Employment for Expatriates, specifically at the D band level. The duty station for this role is Tunis, Tunisia, which is designated as a family duty station.
