Job Posting Organization:
The position is located in Section I, Field Operations Finance Division (FOFD) in the Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The FOFD supports the Controller in exercising accountability for the financial resources made available by the Member States for peace operations. The Division is committed to an ongoing change process to ensure the highest effectiveness and efficiency standards in budget preparation and presentation, including the mainstreaming of results-based budgeting. The working environment of peace operations is dynamic, and the FOFD team is committed to meeting the corresponding demands. The main partners of the Division are the field operations, the Department of Peace Operations, the Department of Political and Peacebuilding Affairs, the Department of Operational Support, the legislative bodies, and troop- and formed police-contributing countries.

Job Overview:
The Finance and Budget Officer will be responsible for budget preparation and administration, ensuring compliance with legislative mandates and program plans. This role involves reviewing, analyzing, and finalizing cost estimates and budget proposals from various departments and field operations. The officer will provide detailed input for budget submissions, monitor expenditures, and prepare budget performance reports. Additionally, the officer will provide advice and guidance to staff on budgetary and financial policies, participate in inter-departmental meetings, and draft reports for intergovernmental bodies. The position requires a strong understanding of financial rules and regulations within the UN environment, as well as the ability to maintain accurate records and interpret data effectively. The officer will also be responsible for ensuring the integrity of financial and management systems and may supervise the work of the Unit/Section assigned.

Duties and Responsibilities:
  • Budget Preparation: Review, analyze, and finalize cost estimates and budget proposals from departments and field operations, ensuring compliance with program plans and legislative mandates. Provide detailed input for budget submissions and analyze program budget implications for security" style="border-bottom: 1px dotted #007bff !important;">Security Council statements.
  • Budget Administration: Issue allotments and authorizations, manage budget implementation, monitor expenditures, and prepare budget performance submissions and reports.
  • General Responsibilities: Provide advice and training to staff on budgetary policies, participate in inter-departmental meetings, draft reports on financial issues, and conduct research and analysis of financial policies.
  • Representation: Represent OPPFB in meetings and may plan, organize, and supervise the work of the assigned Unit/Section.
  • Additional Duties: Perform related duties as requested, including support for the Director on financial aspects of trust funds and human resources issues.

Required Qualifications:
Candidates must possess a strong knowledge of financial rules, regulations, and procedures in the UN environment. They should demonstrate professional competence, efficiency in meeting commitments, and the ability to work collaboratively with colleagues. The role requires a commitment to gender perspectives and equal participation of women and men in all areas of work. Candidates should also be able to maintain accurate records and interpret a wide variety of data, showing persistence in problem-solving and remaining calm in stressful situations.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in accounting, finance, administration, budget, or business administration is required. Candidates should have experience with budgetary policies and practices, financial regulations, and the use of information technology tools for financial analysis. Experience in preparing reports on budgets and revised estimates is also required. Desirable experience includes two or more years in data analytics, results-based budgeting, peace operations, and familiarity with financial systems or enterprise resource planning (ERP).

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of French is desirable, and knowledge of another official United Nations language is considered an advantage.
